Laser pioneers win Nobel Physics Prize

Posted: 01 Oct 2018 05:02 PM PDT

Laser pioneers win Nobel Physics PrizeThree scientists on Tuesday won the Nobel Physics Prize, including the first woman in 55 years, for inventing optical lasers that have paved the way for advanced precision instruments used in corrective eye surgery, the jury said. Arthur Ashkin of the United States won one half of the nine million Swedish kronor (about $1.01 million or 870,000 euros) prize, while Gerard Mourou of France and Donna Strickland of Canada shared the other half. Strickland is just the third woman to win a Nobel Physics Prize since it was first awarded in 1901, while Ashkin, 96, is the oldest person to win a Nobel, beating out American Leonid Hurwicz who was 90 when he won the 2007 Economics Prize.

Iran strikes 'terrorist' targets in Syria in retaliation for Revolutionary Guards attack

Posted: 01 Oct 2018 01:28 AM PDT

Iran strikes 'terrorist' targets in Syria in retaliation for Revolutionary Guards attackIran launched ballistic missiles into eastern Syria on Monday in response to last month's shooting attack on a military parade which killed 24 people, Iran's Revolutionary Guard said.   The pre-dawn strikes with surface-to-surface missiles and drones were aimed at the area around Abu Kamal, where the last remnants of Islamic State (Isil) are still holding territory, according to Iranian media.  The Revolutionary Guard said the strike targeted "the headquarters of Takfiri terrorists", a term that Iran's government uses to describe to Sunni jihadists like Isil.     "Many Takfiri terrorists and the leaders responsible for the terrorist crime in Ahvaz have been killed or wounded in this missile attack," the Guard said in a statement. The US-led military coalition confirmed that Iran had carried out strikes near Albu Kamal but said that it was "still assessing" if the missiles hit their targets.  Iran initially blamed Arab separatists backed by the US and Gulf Arab states for the September 22 attack on a military parade in the southwestern city of Ahvaz. Ayatollah Ali Khamenei, Iran's supreme leader, later implied that Isil was to blame.   Both the Arab separatists and Isil claimed responsibility for the attack and Monday's strikes appeared to be aimed at Isil.  Missiles being launched from western Iran to target militants in eastern Syria Credit: AFP Iran carried out similar strikes in Syria in June 2017 in response to an Isil attack on the Iranian parliament and the mausoleum of Ayatollah Ruhollah Khomeini, the founder of the Islamic Republic.  Iran's semi-official Fars News Agency said six Zolfaqar and Qiam class missiles were fired from western Iran and flew 350 miles through Iraqi airspace to strike targets in eastern Syria.  At least one of the missiles was painted with the slogans "Death to America", "Death to Israel", and "Death to al Saud" - a reference to the ruling family of Saudi Arabia, according to Fars.  The agency said that seven Revolutionary Guard drones attacked minutes after the missiles struck.  General Mohsen Rezai, former head of the Guard, said the attack "was only a jab against these criminals. The real punishment is yet to come."  A Revolutionary Guard member carries a wounded boy after a shooting during a military parade in the southwestern city of Ahvaz, Iran, Credit: AP Iran has a history of making false claims about the success of its missiles and there was no independent confirmation of the Guard's claims to have killed jihadist fighters.  The Syrian Observatory for Human Rights said the missiles struck the town of Hajin, where Isil fighters are battling against US-backed Kurdish and Syrian forces.  Families of victims of Saturday's terror attack on a military parade in the southwestern city of Ahvaz, that killed 25 people mourn at a mass funeral ceremony Credit: AP Colonel Sean Ryan, a spokesman for the US-led coalition, said Iran gave no notice ahead of the strikes.  "At this time, the coalition is still assessing if any damage occurred and no coalition forces were in danger," he said.

SEC's focus on U.S. corporate bosses pays off with Musk settlementNEW YORK/WASHINGTON (Reuters) - A high-profile settlement with Tesla Inc Chief Executive Elon Musk exemplifies a recent push by the U.S. Securities and Exchange Commission to go after executives and not just their companies, securities law experts said. In the last week, the SEC announced charges or penalties against eight corporate officials at six companies, including Tesla. The SEC pursued each on different grounds, but securities lawyers said they highlight a shift to an emphasis on personal wrongdoing that has accelerated under Jay Clayton, an appointee of U.S. President Donald Trump who has served as SEC chairman since May 2017.

Arthur Ashkin invented the "optical tweezers," highly focused beams of light that allow you to manipulate microscopic objects and living organisms. Gerard Mourou and Donna Strickland developed a method of generating high intensity ultra-short optical pulses.  Strickland is the third female physics laureate to win the prize, and the first since Maria Goeppert-Mayer who won 55 years ago for her discoveries about the nuclei of atoms. The only other female winner is famed historical physicist Marie Curie. "I thought there might have been more but I couldn't think. Obviously we need to celebrate women physicists because we're out there. Hopefully it will start to move forward at a faster rate. I'm honoured to be one of those women," Strickland said at a press conference after being presented with the fact that she was only the third woman ever to win.  Upon the hearing the news, Donna Strickland said: "I thought there might have been more but I couldn't think. Syria rebels deny withdrawing arms from north under dealSyrian rebels on Sunday denied pulling any heavy arms out of a major opposition bastion in the north, as the deadline to implement a demilitarisation deal there draws closer. Regime ally Moscow and rebel backer Ankara agreed earlier in September to create a buffer zone around the opposition stronghold of Idlib that would be free of both jihadists and heavy arms. The deal has so far averted a massive assault on the region by Syrian President Bashar al-Assad's government, but its implementation is expected to be complex.

Indonesia tsunami death toll rises above 1,200 as anger grows over aid response

Indonesia tsunami death toll rises above 1,200 as anger grows over aid responseIndonesian President Joko Widodo ordered more rescuers to be sent in to find victims of a devastating earthquake and tsunami on Tuesday as the official death toll rose above 1,200 and looting raised fears of growing lawlessness. Most of the dead have been from the small city of Palu, 1,500 km (930 miles) northeast of Jakarta, but some remote areas have been cut off since Friday's 7.5 magnitude quake triggered tsunami waves, leading to fears the toll could soar. "There are some main priorities that we must tackle and the first is to evacuate, find and save victims who've not yet been found," Widodo told a government meeting to coordinate disaster recovery efforts on the west coast of Sulawesi island. A woman makes her way through the rubble of houses in Balaroa neighborhood in Palu Credit: AP He said he had ordered the national search and rescue agency to send more police and soldiers into the affected districts, some cut off by destroyed roads, landslides and downed bridges. The Ministry of Defence confirmed to The Telegraph on Tuesday that six military personnel have been sent to the region to establish a command and control centre. A Royal Navy frigate is also being sent to the area and an A400M Atlas transport aircraft is being readied in the UK to deliver aid by parachute if needed. "Things will start moving soon," an MoD spokesman said. The official death toll surged to 1,234, Indonesia's national disaster agency said. The Red Cross said the situation was "nightmarish" and reports from its workers venturing into one cut-off area, Donggala, a region of 300,000 people north of Palu and close to the epicentre, indicated it had been hit "extremely hard". Rescue teams carry bodies to a mass grave in Palu Credit: Tatan Syuflana/AP Four badly hit districts have a combined population of about 1.4 million. In Palu, tsunami waves as high as six metres (20 feet) smashed into the beachfront, while hotels and shopping malls collapsed in ruins and some neighbourhoods were swallowed up by ground liquefaction. Among those killed were 34 children at a Christian bible study camp, a Red Cross official said. The government has ordered aid supplies to be airlifted in but there's little sign of help on Palu's shattered streets and survivors appeared increasingly desperate. 'Liquefaction' adds to devastation in Indonesia earthquake A Reuters news team saw a shop cleared by about 100 people, shouting, scrambling and fighting each other for items including clothes, toiletries, blankets and water. Many people grabbed diapers while one man clutched a rice cooker as he headed for the door. Non-essential goods were scattered on the floor amid shards of broken glass. At least 20 police were at the scene but did not intervene. The government has played down fears of looting saying disaster victims could take essential goods and shops would be compensated later. Indonesia is all too familiar with earthquakes and tsunamis. A quake in 2004 triggered a tsunami across the Indian Ocean that killed 226,000 people in 13 countries, including more than 120,000 in Indonesia. It has said it would accept offers of international aid, having shunned outside help earlier this year when an earthquake struck the island of Lombok. Indonesia tsunami in pictures: Big waves leave Sulawesi coastline in ruins More than 65,000 homes were damaged and more than 60,000 people have been displaced and are in need of emergency help, while thousands have been streaming out of stricken areas. Commercial airlines have struggled to restore operations at Palu's damaged airport but military aircraft have taken some survivors out. But thousands of people have been thronging the airport hoping for any flight out, and authorities have said a navy vessel capable of taking 1,000 people at a time would be deployed to help with the evacuation. Sulawesi is one of the archipelago nation's five main islands.

North Korea tells US it will not denuclearise in return for peace treaty

Posted: 02 Oct 2018 02:45 AM PDT

North Korea tells US it will not denuclearise in return for peace treatyNorth Korea has ruled out dismantling its nuclear arsenal in exchange for the US declaring an end to the Korean War, saying on Tuesday that a peace treaty should "never be a bargaining chip."  The North has for decades demanded that the US formally declare the end of the 1950-53 conflict that was halted only with an armistice, saying an official end to the war would ease tensions on the flashpoint peninsula. At a summit with the South's President Moon Jae-in last month, the North's leader Kim Jong-un offered to shut down its main Yongbyon nuclear complex if Washington takes "corresponding measures". Kim did not elaborate on what those measure might be, but state news agency KCNA said in a commentary that some US experts have suggested trading the end of the war for denuclearisation. It flatly described that as only the "most basic... process" to restore ties, not a point for negotiation. "The end of war... is not just a gift from a man to another at all. Furthermore, it can never be a bargaining chip for getting the DPRK denuclearised," it said, using the North's full name. KCNA said that Pyongyang was willing to take "such... steps as eternal dismantlement" of its nuclear complex "if the US takes a corresponding measure" but again did not elaborate. Inside North Korea: fascinating images of the world's most secretive state Cho Sung-ryul, analyst at the Institute of National Security Strategy, said the commentary may be aimed at limiting Washington's room for manoeuvre. "The North is trying to reduce the negotiating value of Washington's potential offer of a peace treaty, by suggesting that 'it's not good enough to make us denuclearise'," he told South Korea's news agency Yonhap. A landmark summit between Kim and US President Donald Trump in June led to a warming of ties, but there has been little concrete progress toward denuclearisation. The North's foreign minister Ri Yong Ho also told the UN last month that there was "no way" his country would disarm first as long as the US pushes for tough enforcement of sanctions against Pyongyang. Trump however lauded Kim, saying last week the pair had fallen "in love" - their bromance fuelled by "beautiful letters" he recently received from the young leader. The ceasefire that halted the bloody conflict and divided the Korean peninsula was signed by the North, its military ally China and the US - which fought on the side of the South. The South did not take part as its then-leader refused to end the war unless the whole peninsula was unified. On Tuesday a top South Korean official told MPs that North Korea is estimated to have up to 60 nuclear weapons, in Seoul's first public comment about the size of the North's secrecy-clouded weapons arsenal. Unification Minister Cho Myoung-gyon told parliament the estimates on the size of North Korea's nuclear arsenal range from 20 bombs to as many as 60, saying the information came from the intelligence authorities. The National Intelligence Service, South Korea's main spy agency, did not immediately comment and it is believed Cho may have revealed the information unintentionally. His ministry said on Tuesday that Cho's comments didn't mean that South Korea would accept North Korea as a nuclear state, suggesting Seoul's diplomatic efforts to rid the North of its nuclear program would continue. North Korean missile ranges The South Korean assessment on the North's arsenal is not much different from various outside civilian estimates largely based on the amount of nuclear materials that North is believed to have produced. According to South Korean government reports, North Korea is believed to have produced 50 kilograms (110 pounds) of weaponised plutonium, enough for at least eight bombs. Stanford University scholars, including nuclear physicist Siegfried Hecker, who visited North Korea's centrifuge facility at Nyongbyon in 2010, wrote earlier this year that North Korea is estimated to have a highly enriched uranium inventory of 250 to 500 kilograms (550 to 1,100 pounds), sufficient for 25 to 30 nuclear devices. Many foreign experts say North Korea is likely to be running additional secret uranium-enrichment plants.

Indonesia tsunami: Mass jail breaks as president calls for international aid

Posted: 30 Sep 2018 10:24 PM PDT

Indonesia tsunami: Mass jail breaks as president calls for international aidSome 1,200 Indonesian convicts are on the run from three different detention facilities in devastated Sulawesi after the region was rocked by a powerful earthquake and tsunami, a justice ministry official said Monday The warning came as volunteers began to dig mass graves for the bodies of more than 1,000 victims in an attempt to prevent an outbreak of disease.  Four days after a 7.5 magnitude quake triggered a tsunami that slammed into the city of Palu, the country also appealed for international help as it struggled to cope with the sheer scale of the disaster. At least 832 people so far are confirmed dead after the waves battered the Sulawesi coastline but the toll was expected to rise sharply as rescue workers reached areas that had been cut off in the disaster.  Authorities said prisoners had seized on the opportunity to break free. One prison in Palu city - built to hold just 120 people - saw most of its 581 inmates storm past guards and escape to freedom through walls collapsed by the massive  shake. Inmates had also fled from another overcapacity facility in Palu by breaking down its main door and another in Donggala, an area also hit by the disaster. The Donggala jail was set on fire and all 343 inmates were now on the run, Utami said. Fears are growing of a humanitarian emergency as supplies of medicine, food and water run low. A shortage of heavy equipment has left rescuers struggling to reach desperate victims calling out from the ruins of collapsed buildings. President Joko Widodo opened the door to the dozens of international aid agencies and NGOs lined up to provide live-saving assistance. "Last night, President @jokowi authorised us to accept international help for urgent disaster-response & relief," senior government official Tom Lembong wrote on Twitter, asking rescuers to contact him directly via his account and email. Widodo said "there are many places where the evacuation couldn't be done because of the absence of heavy equipment, but last night equipment started to arrive in Palu". "We'll send as much food supplies as possible today with Hercules planes, directly from Jakarta, there are several," he said, referring to C-130 military transport aircraft. How Palu became a death trap - and why magnitude of waves was 'surprising' At Poboya - in the hills above the devastated seaside city of Palu - volunteers dug a 100 metre-long grave to bury the dead, with instructions to prepare for 1,300 victims to be laid to rest. Authorities have announced a 14-day state of emergency amid fears of a disease outbreak caused by decomposing bodies.  In Balaroa, a Palu suburb once home to a housing complex, the scale of the damage was apparent. A wasteland of flattened trees, shards of concrete, twisted metal roofing, doorframes and mangled furniture stretched out into the distance. The national search and rescue agency said one woman was rescued overnight in the suburb, where houses were swallowed up when the earthquake caused soil liquefaction. Rescuers are racing against the clock and a lack of equipment to save those still trapped in the rubble, with up to 60 people feared to be underneath one Palu hotel alone. Two survivors have been plucked from the 80-room Hotel Roa-Roa, Indonesia's search and rescue agency said, and there could still be more alive. Desperate survivors turned to looting shops for basics like food, water and fuel as police looked on, unwilling or unable to intervene. "There has been no aid, we need to eat. We don't have any other choice, we must get food," one man in Palu told AFP as he filled a basket with goods from a nearby store. Many have spent the last few days desperately searching for loved ones while dealing with the trauma of the disaster. One woman was lucky to survive. Dwi Rahayu was working at a cafe stall near the festival on the beach with her husband and two boys when the waves struck.  Shortly after shrugging off the earthquake, the first wave washed around them and she heard her husband shouting: "Run! Run! Big wave!" She grabbed one of her boys and ran but she was too late. Swept several hundred metres away by the water, they were slammed into a wall which later gave way. She fell unconscious and woke up in hospital, with both legs broken. Miraculously, her family had all survived. Fandi, a 22 year-old who was also working on the beach, was not so lucky. There were 12 family members who went to the beach, including his parents, aunt and uncle, and brothers and sister and his new family, his wife and his only son. He took his son back home late in the afternoon, only to learn later of the tsunami. He has seen his mother's body in the hospital, while the fate of his other relatives is not yet known.  Indonesian earthquake and tsunami Others have centred their search for loved ones around open-air morgues, where the dead lay in the baking sun - waiting to be claimed, waiting to be named. As dire as the situation in Palu is, it was at least clear. In outlying areas, the fate of thousands is still unknown. Indonesia's Metro TV broadcast aerial footage from a coastal community in Donggala, close to the epicentre of the quake. Some waterfront homes appeared crushed but a resident said most people fled to higher ground after the quake struck. "When it shook really hard, we all ran up into the hills," a man identified as Iswan told the TV. Yenni Suryani, of Catholic Relief Services, said devastated infrastructure was hampering rescue efforts. "Humanitarian groups are struggling to get people into affected areas," she said. The main airport at Palu was damaged, landslides had cut off key roads while "power is out almost everywhere," she added.

Macedonia leader vows to press on with name change despite referendum failureThe proposed name change is part of an agreement reached in June by pro-Western Prime Minister Zoran Zaev with Greece to resolve the dispute over the country's name, which had prevented Macedonia from joining NATO or the EU. The people who did vote overwhelmingly backed the name change -- more than 90 percent voted yes with 63 percent of polling stations reporting. The nationalist opposition holds 49 seats in the 120-seat parliament, enough to block the two-thirds majority required to change the constitution.

According to campaigners in favour of net neutrality, the new law will help ensure a free and open internet by preventing Internet Service Providers (ISPs) like Verizon and AT&T from creating "fast lanes" for firms who are willing and able to pay for their traffic to be prioritised. Measures to protect net neutrality were first introduced under the Obama administration, however they were abolished in December by the Trump-era Federal Communications Commission.

What the House of Representatives means in US politics - and how it could change at the midterms

Posted: 01 Oct 2018 01:45 AM PDT

What the House of Representatives means in US politics - and how it could change at the midtermsThe House of Representatives is the lower chamber of the US Congress and is made up of 435 seats.  The number of seats each US state receives depends on its population size. California, the most populous state, has 53 representatives while seven states - Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont and Wyoming have just one representative. The Republican Party currently controls the chamber with a 43-seat majority, but it is widely expected that the Democrats will gain control in the upcoming election. The current House has 236 Republicans and 193 Democrats, with six vacant seats.  The Democrats need a net gain of 24 seats to win a majority, which is no small accomplishment, but the president's low approval ratings have given the party reason to hope.  How things could change Historically, the president's party routinely loses House seats in midterm elections. Indeed the University of Virginia's Centre for Politics points out that the president's party has lost seats in all but three of the 29 midterms held since 1900.   The US economy is booming, with low unemployment rates and rising wages. However some Republicans have been unnerved by Donald Trump's spending . While Mr Trump's tax cuts for corporations was popular among business owners, the country's deficit has increased by 33 per cent in the past year to $895 billion. Donald Trump has been intensively campaigning for Republican candidates across the country Credit: Reuters Mr Trump's approval rating is around the 40 per cent mark - a figure which will not encourage Republicans standing for re-election.  Moreover, a liberal base hoping to derail Mr Trump's agenda has energised Democratic activists in key races, out-fundraising and out-polling a host of Republican incumbents. Political website FiveThirtyEight, has given Democrats an 82 per cent chance of taking control of the House and gaining 38 seats. What will it mean for Donald Trump? If Democrats win the House, they get to decide which bills come to the floor - meaning President Donald Trump's domestic agenda will struggle to make its way into law.  The party with a majority in the chamber also controls its committee chairmanships and has the power to issue subpoenas - so a Democrat-controlled House could enforce aggressive oversight of investigations of the president's administration, including alleged Russia collusion, Trump's business dealings and sexual assault allegations against him. Pundits predict Democrats will launch controversial investigations into things like Mr Trump's tax returns and his previous business dealings. They may also seek public hearings with members of the Trump family, including his son Donald Jr who is a key figure in the Russia investigation.  Rep. Elijah Cummings during a church service with Bill Clinton Credit: AP Democrats on the House oversight committee, the chamber's main investigative panel, have already suggested they are prepared to issue subpoenas if they gain control. Representative Elijah Cummings, the ranking Democrat on the oversight committee, said: "If Democrats win the majority in November, we would finally do what Republicans have refused to do, and that is conduct independent, fact-based, and credible investigations of the Trump administration". Mr Cummings said their investigations would "address issues like the security clearance process, conflicts of interest, the numerous attempts by Republicans to strip away healthcare from millions of Americans, postal service reforms, prescription drug pricing, and voting rights".  But if Republicans hold on to the Senate, they will continue to approve Mr Trump's cabinet nominees and appoint conservative judges to US courtrooms. Seats to watch West Virginia Donald Trump won West Virginia's 3rd district by 30 points. But it is the Democratic candidate running in the district, which has a long history of coal mining, that is gaining national attention. Richard Ojeda says he voted for Donald Trump in 2016, opposes universal background checks for gun buyers, and is pro-coal. Mr Ojeda is running against Republican Carol Miller in the open-seat race after the incumbent Republican Evan Jenkins vacated the seat to run for the Senate.  Polling suggests it will be a tight race between the two candidates, but analysts are keeping a close watch to see if a populist Democrat in a pro-Trump area is a winning formula. California Republican Representative Mimi Walters is battling to keep hold of her seat against Democrat Katie Porter in the state's 45th district, Orange County. The number of registered Republicans in the county has consistently declined as its population becomes more diverse. Ms Walters is one of seven Republicans representing districts in California which Hillary Clinton won in 2016. The Democrats need to take several of these in order to have a chance of regaining a majority in the House. Pundits are viewing a win in this race as a sign they will do well across Southern California - picking up crucial Republican-held seats. Professor Larry Sabato from the University of Virginia's Center for Politics has changed his prediction from 'leaning Republican' to a 'toss-up'. Minnesota Minnesota's 8th district is considered one of the Democrats' most at-risk seats in November. It is a traditionally Democrat area - former president Barack Obama won the district twice but it swung heavily to Donald Trump in the 2016 election. The seat is currently held by Democrat Rick Nolan but the 74-year-old is not seeking re-election. The party's candidate Joe Radinovich, a former state legislator, is facing a tough battle against Republican Pete Stauber, a county commissioner. Texas The race in Texas' 23rd district will largely focus on one of the Trump administration's main concerns - immigration. The district contains a third of the US-Mexico border and has the second highest population of 'Dreamers' - the term given to undocumented migrants who arrived in America as children and have been granted temporary protection. The incumbent, Republican Will Hurd, is a former CIA agent who has chosen to distance himself from Mr Trump. His Democratic rival, Gina Ortiz Jones, is a Filipina-American, openly LGBTQ and an Iraq veteran.  Mr Hurd, who became the first African-American elected to Congress from Texas when he was elected in 2015, is tipped to win by a narrow margin in the swing district.  He has distanced himself from the national Republican party and even wrote an op-ed for the New York Times in July stating that the president had been manipulated by Russian intelligence. Florida Moderate Republicans will be looking to Florida's 26th district to see whether they can keep hold of a largely Hispanic area in the Trump era. The incumbent, Carlos Curbelo, is well-liked but Republicans still fear his Democrat opponent, Latin immigrant Debbie Mucarsel-Powell, could sweep to a surprise victory. Hillary Clinton won the district by 16 points in 2015.

Johnson ups the pressure as UK's May gathers fractious partyBritish Prime Minister Theresa May and her allies called for unity Sunday after former colleague Boris Johnson hijacked the opening of their Conservative party's annual conference with another attack on the government's Brexit plan. Johnson's successor, Foreign Secretary Jeremy Hunt, warned EU leaders not to make the bloc a prison, or "we won't be the only prisoner that will want to escape".
