He is a U.S. citizen.Court documents assert that Alani used a piece of foam to obstruct the plane's air data module, which tracks air speed and other critical flight data. Security camera footage from July 17 shows Alani tampering with the aircraft.The plane had left the gate and reached the runway just before takeoff when the pilots received an error message, after which they aborted the takeoff.

GOP Strategy to Shield Trump by Canceling Primaries Carries Risk(Bloomberg) -- The Republican Party's gambit to kill primary elections to ensure President Donald Trump's renomination may protect the president from short-term losses but has also put the spotlight on his challengers.Republicans in four states have canceled presidential primaries next year in an effort, they say, to save money.Given Trump's popularity within the party, it's unlikely the primaries would make a big difference anyway. But canceling primaries could result in more uncommitted delegates to the Republican National Convention next year, meaning they would not be pledged to Trump and could be less loyal if things go sideways."The attempts to stifle competition have backfired," challenger William Weld. "The Republican Party in Washington is working on voter suppression. I'm working on enlarging the electorate."Weld has spent the last six days campaigning in New Hampshire and had four cable television news appearances scheduled this week. "The dial-o-meter has dialed way up," he said.The former Massachusetts governor, who ran as a libertarian in 2016, has been courting others to join him as anti-Trump Republicans. Joe Walsh and Mark Sanford, two Tea Party conservatives who lost re-election to Congress, are also running."It seems more like a real primary than when I was the solitary standard bearer out there planting my flag," Weld said.Polls show Trump remains popular with the overwhelming majority of Republican voters. But his allies' fear of a runaway primary is founded in history: No modern president has ever won re-election after a serious primary challenge.Harry Truman and Lyndon Johnson dropped out after poor showings in New Hampshire. Gerald Ford, Jimmy Carter and George H.W. Bush all won renomination but were wounded by challenges from Ronald Reagan, Ted Kennedy and Pat Buchanan.And even though Weld, Sanford and Walsh don't pose the same level of threat to Trump, the state Republican parties in South Carolina, Nevada, Arizona and Kansas are preventing history from repeating itself by canceling their nominating contests."The logic behind the move was, 'Circle the wagons and protect the incumbent.' I get it," Sanford told Bloomberg Radio on Wednesday. But he said that move doesn't make sense if Trump is — as he claims — the most popular president ever among Republicans."If that is true, you would take the win. You would take 90% all day long, particularly in the first-in-the-South primary," Sanford said, referring to the primary in his home state of South Carolina. "It suggests that someone looking at the numbers is concerned, and that his support is a mile wide and an inch deep."Trump's challengers don't have to win the nomination to hurt his chances of re-election. Buchanan lost New Hampshire with 37% of the vote in 1992, but exceeded expectations and showed Bush's weakness on taxes and the economy. Buchanan went on to win only 18 delegates, but they earned him a speaking slot at the convention. Bush then lost to Bill Clinton in the general election.Two recent national polls both show that Trump's challengers are all polling at 3% or less.So Trump seems to be mostly ignoring them. Sort of. "I guess it's a publicity stunt," he said last week. "So, to be honest, I'm not looking to give them any credibility. They have no credibility."Trump has said he had nothing to do with the effort to cancel nomination contests in key states next year.Without a presidential preference primary, the unbound delegates could come back to haunt Trump in a worst-case scenario."They are basically free agents," said Elaine Kamarck, a Brookings Institution fellow and expert in primary politics."The more untethered delegates, the easier it is to break open a convention," she said.That's exactly why anti-Trump activists in Colorado moved to cancel that state's GOP primary in 2016, instead sending unpledged delegates to the Cleveland convention. Some of those delegates played a role in a short-lived attempt to derail Trump's nomination on the opening day.Once a party insurgent, Trump now has all the benefits of incumbency and appears focused on the general election. He has not campaigned in Iowa, and made one official visit to New Hampshire last month.Trump's three Republican challengers have different strategies for dealing with the canceled primaries. Walsh says he's redoubling efforts in the states without primaries."We're going to campaign in South Carolina, Arizona, Nevada, and Kansas, because I believe if we let these Republican voters know that the president of the United States just took away their right to vote, they'll march on the headquarters of their state parties to get that right to vote back," he told CNN Monday.Weld is focusing on 20 states with open primaries — meaning independents and sometimes even Democrats can switch parties. He's hoping that retail-level politics and his appeal as a moderate can win crossover voters in places like New Hampshire."I can campaign there as many days a week as I want, and always sleep in my own bed," Weld said from Boston on Wednesday. "I don't think Mr. Trump has an appetite for retail-level campaigning in New Hampshire. He'll probably hold a few rallies and shake a few hands and leave it at that."His argument to Democrats: "They can try to guess who's the strongest Democrat. "She told me her name was Ghislaine Maxwell, and she said, 'I know this older gentleman who's looking for a traveling masseuse. He's super rich, he flies around everywhere. First off, the younger the better." Epstein said that to her, Giuffre claimed, and "Maxwell said that too. During the training and telling me how to do it, she said 'You always have to go for the youngest-looking ones.'" Giuffre said she reluctantly brought other girls to Epstein. "It'll always haunt me." Several of Epstein's accusers have alleged that Maxwell served as the money-man's madam to lure new girls into his operation, though Maxwell has denied all allegations against her and has not been charged with any crime. Chauntae Davies, who has alleged she was raped by Epstein on his private island in the U.S. Virgin Islands, also told NBC that she was first brought to Epstein by Maxwell. "Just do whatever he likes and you'll be fine," Davies said Maxwell told her. Giuffre said she was expected to be on call for Epstein every day, all day. "I had to pretend like I was happy. You couldn't just be depressed around Jeffrey. You had to pretend like… like I told you, he wanted all of us to be his little Lolita." Several months in, when she was 17, Giuffre said she was instructed to start having sex with other men at Epstein's request. After flying to London, she said, "Ghislaine woke me up in the morning excited. And she said, 'You're going to meet a prince today.'"She said she first met Britain's Prince Andrew at a nightclub before being told by Maxwell to "do for him what you do for Epstein." "The abuse went on for a little bit in the bathroom" at Maxwell's London home, Giuffre said. "And then it continued to the bedroom. And he wasn't rude or anything about it. He said, you know, 'Thank you.'"She said she was later directed to have sex with Prince Andrew on Epstein's private island, an incident which she said stands out in her mind because "he was a prince." "I grew up watching Disney… and princes and princesses were the good people of the world," she said. Prince Andrew has denied having any relationship with Giuffre, and while he acknowledged knowing Epstein, he has maintained he had no knowledge of any of Epstein's crimes.  "He's going to keep denying that it ever happened. But he knows the truth. And I know the truth," Giuffre said. For Giuffre and Epstein's other accusers, the convicted sex offender's suicide in his Manhattan jail cell last month only makes it more important for his alleged accomplices to be held accountable. "I think that… there should still be some accountability for a lot of the people that were enabling Epstein. You know, there are still people out there, like Ghislaine Maxwell," said Jennifer Araoz, who said Epstein raped her in his New York home when she was 15. Araoz is suing both Maxwell and Epstein's estate over the alleged rape.British actress Anouska de Georgiou, another alleged victim of Epstein's, struck a defiant tone in the Dateline interview: "Jeffrey thought that we were disposable. A very heavy rain band east of Houston continues to drop copious rainfall amounts of 3 to 4 inches per hour, adding to flooding that is ongoing in some areas."The rain and resulting flooding will be the overwhelming cause of damage and discomfort and threats to life and property," Myers said. "The amount of rainfall will rival records set during Hurricane Harvey, which makes this the second 500-year rainfall within two years."George Bush Intercontinental Airport in Houston was at a full ground stop because of the rainfall and severe weather in the area as of Thursday morning. Some parts of Texas are facing possible levee collapses and local emergency offices have asked residents of Harris, Montgomery, Liberty and Chambers counties to shelter in place in response to flood emergencies caused by Imelda.As flooding overwhelmed many access roads, access to Interstate 10 and Highway 69 from Beaumont became "extremely limited," the police department said. The City of Beaumont has closed non-essential offices for Thursday. Cory Booker Hints at Ending White House Bid as Fundraising Slumps(Bloomberg) -- Senator Cory Booker's fundraising isn't keeping pace with what's required and the New Jersey lawmaker will quit the Democratic presidential race unless he collects $1.7 million in the next 10 days, the campaign said."If we cannot raise the $1.7 million to scale up our operation, we don't believe we are going to be in position to compete for the nomination," Addisu Demissie, Booker's manager, said Saturday in a call with reporters.The former Newark, New Jersey, mayor raised $12.3 million by June 30 and had $5.3 million cash on hand. He lags behind the fundraising of other leading candidates, including front-runner Joe Biden, Bernie Sanders, Elizabeth Warren, Kamala Harris, Pete Buttigieg, Amy Klobuchar and Beto O'Rourke.In a fundraising appeal sent shortly after his campaign manager spoke, Booker also told potential donors this is a make-or-break moment."The next ten days will determine whether I have a path in this race," he said in the solicitation. "To be completely transparent with you, team, I'm only going to continue running if I see a clear path to victory."Demissie said the campaign wants to emphasize a need for resources as the third quarter ends because Booker must build his grassroots efforts in early primary states to stay viable. In a memo to supporters, Demissie said fundraising in recent weeks has slowed after an uptick in August.In the call, he said the campaign is at an "inflection point" as state ballot deadlines approach and Booker needs to meet targets to qualify for the Democratic National Committee's December presidential debate.Booker has remained at 2% or 3% in recent polls of Democrats likely to vote in next year's primaries, well behind the emerging top tier of Biden, Warren and Sanders.Booker, 50, is New Jersey's first black senator and has worked to draw comparisons with former President Barack Obama. He has made criminal justice reform a key part of his presidential platform. But he's been challenged by other candidates who are more strongly embraced on the left, particularly Warren and Sanders.
