The 495-page report draws no conclusion about what happened aboard the plane that vanished with 239 people on board en route to Beijing from Kuala Lumpur on March 8, 2014, leaving one of the world's greatest aviation mysteries unsolved. "The answer can only be conclusive if the wreckage is found," Kok Soo Chon, head of the MH370 safety investigation team, told reporters. On May 29, Malaysia called off a three-month search by US firm Ocean Infinity, which spanned 112,000 sq km (43,243 sq miles) in the southern Indian Ocean and ended with no significant findings. It was the second major search after Australia, China and Malaysia ended a fruitless A$200 million (£112.06 million) search across an area of 120,000 sq km (46,332 sq miles) last year. The last communication from the plane was from the Captain Zaharie Ahmad Shah who signed off with "Good night, Malaysian three seven zero", as the plane left the Malaysian airspace and later turned off course. A 440-page final report by the Australian Transport Safety Bureau (ATSB) last year showed that Zaharie had flown a route on his home flight simulator six weeks earlier that was "initially similar" to the one actually taken by MH370. The Malaysian police previously concluded there were no unusual activity on the home simulator. Kok said the investigators examined the history of the pilot and the first officer, and they were satisfied with their background and training and mental health. "We are not of the opinion it could have been an event committed by the pilots," he said, but added they were not ruling out any possibility since the in-air turn back was done manually and the systems in the plane were also manually turned off. "We cannot exclude that there was an unlawful interference by a third party," Kok said. He added all the passengers of the 15 countries had their backgrounds checked by their respective countries and all came back with a clean bill of health. Conspiracy theories The inability to locate MH370's crash site has fuelled conspiracy theories and online debates over the last four years. Theories range from mechanical error or a remote-controlled crash, to more bizarre explanations like alien abduction and a Russian plot. Kok said they looked into each theory and rumour raised on social media. "We had over 60 allegations...we removed them one-by-one and saw what remained behind," Kok said. No irregularities were found in the on-board cargo, which included items like lithium batteries and about 2,500 kgs of mangosteen. Mistakes made In all, 27 pieces of aircraft debris have been collected from various places around the world but only three wing fragments that washed up along the Indian Ocean coast have been confirmed to be from MH370. Malaysia's newly elected Prime Minister Mahathir Mohamad has said Malaysia would consider resuming the search only if new clues come to light. Investigators highlighted some mistakes made by the Kuala Lumpur and Ho Chi Minh City air traffic control centres and made safety recommendations to ensure such incidents do not occur again. Transport Minister Antony Loke said in a statement that the Malaysia would investigate any misconduct committed based on the findings. North Korea renews work at long-range missile factory, US intelligence officials sayUS spy satellites have detected renewed activity at the North Korean factory that produced the country's first intercontinental ballistic missiles capable of reaching the United States, a senior US official said on Monday, in the midst of talks to compel Pyongyang to give up its nuclear arms. Photos and infrared imaging indicate vehicles moving in and out of the facility at Sanumdong, but do not show how advanced any missile construction might be, the official told Reuters. The Washington Post reported on Monday that North Korea appeared to be building one or two new liquid-fuelled intercontinental ballistic missiles at the large research facility on the outskirts of Pyongyang, citing unidentified officials familiar with intelligence reporting. According to the US official who spoke to Reuters, one photo showed a truck and covered trailer similar to those the North has used to move its ICBMs. Since the trailer was covered, it was not possible to know what, if anything, it was carrying. The White House said it did not comment on intelligence. North Korean missile ranges The evidence obtained this month is the latest to suggest ongoing activity in North Korea's nuclear and missile facilities despite talks with the United States and a June summit between North Korean leader Kim Jong-un and US President Donald Trump. Mr Trump declared soon afterward that North Korea no longer posed a nuclear threat. Kim committed in a broad summit statement to work toward denuclearisation, but Pyongyang has offered no details as to how it might go about that and subsequent talks have not gone smoothly. It was not the first time US intelligence clashed with the president's optimism. In late June, US officials told US media outlets that intelligence agencies believed North Korea had increased production of fuel for nuclear weapons and that it did not intend to fully give up its nuclear arsenal. Hwasong-15 ICBM - new North Korean missile Mike Pompeo, US Secretary of State, told the US Senate Foreign Relations Committee last week that North Korea was continuing to produce fuel for nuclear bombs despite its pledge to denuclearise. But he insisted the Trump administration was still making progress in its talks with Pyongyang. Joel Wit, a former State Department negotiator and founder of 38 North, a North Korea monitoring project, said it was unrealistic to expect North Korea to stop its programmes "until the ink is dry on an agreement." That was the case with US negotiations with the Soviet Union during the Cold War, and more recently with Iran, "which continued to build more centrifuges capable of producing nuclear material even as it negotiated with the United States to limit those capabilities," Wit said. It is possible, the official said, that any new missiles the North is building may be for further testing of such vehicles and of more accurate guidance systems. "They seem to have figured out the engines, but not all the higher-tech stuff, and that might be what this is about," the official said. "What's more, a liquid-fuelled ICBM doesn't pose nearly the threat that a solid-fuelled one would because they take so long to fuel, and that's something we almost certainly could see in time to abort a launch, given our assets in the vicinity." I must not gaze  at the past. We are going forward and it is a waste of time watching internal fights in Zanu PF. The conduct and outcome of Monday's election will be seen as a key test of Mr Mnangagwa's promise to build a "New Zimbabwe" of democracy and political pluralism.  The international community has demanded a free and fair vote as a condition for allowing Zimbabwe to rejoining the Commonwealth and for the lifting of US sanctions that currently block IMF loans.  Mr Mnangagwa, who orchestrated violent crackdowns against the MDC on previous elections, has promised a "non-violent, peaceful" election and international observers and journalists have been allowed into the country for the first time in years.  The number of people leaving Zimbabwe has steadily increased under Mugabe The state-owned media and many privately owned but Zanu-controlled outlets have openly backed Mr Mnangagwa, depriving the opposition of much publicity.  Mr Chamisa has accused Zanu PF of planning to rig the vote, and has told supporters that a defeat would be proof the election was crooked.  Opposition activists have complained that a new electoral roll includes thousands of suspicious entries that could be "ghost voters" used for ballot rigging.  The EU, which partially funded the compilation of the new voters roll,  which according to a review has no crucial irregularities.  Mr Mnangagwa said Mr Mugabe's comments revealed Mr Chamisa had "forged a deal" to act as a proxy of the former dictator.
