Indonesia tsunami: Desperate rescue efforts in Palu as death toll doubles in race to find survivors

Indonesia tsunami: Desperate rescue efforts in Palu as death toll doubles in race to find survivorsResidents of Palu, on the Indonesian island of Sulawesi, turned to looting on Sunday as they struggled to survive in the aftermath of a deadly 7.5 magnitude earthquake and tsunami that has so far killed 832 people. Looters were spotted taking items from the badly damaged Ramayana shopping mall and plundering fuel stations. One earthquake survivor told the Telegraph that he had been woken by a noisy crowd ransacking his local mini-market. "Without justifying it, I understand why they did it," said the man, who identified himself by one name, Suwanto. "My wife told me last night that our food supplies will last only two days, and we only have eggs and instant noodles. The big problem is clean water," he added. Joko Widodo, the Indonesian president, who visited Palu on Sunday, urged residents to be patient. "I'm aware there are a lot of issues that need to be resolved as soon as possible," he said. Electricity has been cut off and fuel is in short supply in the worst affected areas around Palu and the nearby town of Donggala. Damage to the runway and control tower at Palu airport has hampered both aid and the rescue efforts. Roads into the area have also been severely damaged. Akhirnya banyak korban akibat tsunami. #palutsunamipic.twitter.com/hwxw29UlBR— Sutopo Purwo Nugroho (@Sutopo_PN) September 29, 2018 Amali, a truck driver from the nearby province of Gorontalo, spoke of his terror in trying to bring in much-needed supplies along collapsed roads. "In one part, we have to go past the edge of a cliff. If the driver loses concentration for just a moment then the truck could fall over the side," he said. "I'm thinking the whole time about the disaster victims. But what if I become a victim? I have a wife and three small children. I want to see them grow up," he said. The full extent of the devastation in Sulawesi has not yet been revealed as rescue teams are still struggling to reach the worst-affected areas. Disaster management officials have warned the death toll could rise into the thousands. Questions over warnings Indonesia's disaster authorities are now under scrutiny after scientists were taken by surprise by the tsunami, which reportedly reached 20 feet in height and hit the coastline at extremely high speeds measuring in the hundreds of miles per hour. The approach of the wave was caught in a chilling smartphone video that went viral on social media. Like a scene from a horror movie, a man screams desperately to warn people loitering on the beachfront street below of the approaching tsunami. From his standpoint a few stories above ground, he can see the speeding surge of water but people are slow to react, their view of the sea blocked by a row of beach huts. Cars and motorbikes drive past with no sense of urgency, seemingly unaware of the coming disaster. The man cries louder, but as the murky waters hit with brutal force, submerging the huts and wreaking havoc, his voice breaks into sobs as those he tried to save run belatedly for the stairs. Noticeably absent from the video is the sound of a tsunami warning siren, which could have saved lives. Indonesia's geophysics agency had initially issued a tsunami warning but lifted it 34 minutes later based on data available from the closest tidal sensor, around 125 miles from Palu. How Palu became a death trap - and why magnitude of waves was 'surprising' It emerged on Sunday that a life-saving early warning system had been stalled in the testing phase for five years. The high-tech system of seafloor sensors and fibre-optic cable was supposed to replace a system set up after an earthquake and tsunami killed nearly 250,000 people in the region in 2004. But delays in getting $69,000 to complete the project means it hasn't moved beyond the prototype phase. Palu's catastrophe was made worse by the fateful timing of a cultural beach festival, which had drawn hundreds of people to the shoreline at dusk, the moment the tsunami struck. Digging for survivors Rescuers are racing to try to find survivors buried under the rubble of the double natural disaster, but lack heavy machinery. Some 50 people, including a South Korean tourist, are believed to be trapped in the wreckage of the Roa-Roa hotel. This aerial picture shows the remains of a ten-storey hotel in Palu Credit: AFP A young woman was pulled alive from the rubble of the hotel, the news website Detik.com reported.  "We've got information from people that their relatives are still inside, so we're focusing on that, especially to find survivors," a rescuer identified as Yusuf, working at the ruins of the mall, told Metro TV. "I can still hear the voice of the survivors screaming for help while inspecting the compound," he said. "What we now desperately need is heavy machinery to clear the rubble. I have my staff on the ground, but it's impossible just to rely on their strength alone to clear this." The Head of the National Disaster Management Agency (BNPB), Willem Rampangilei, told reporters in Sulawesi late on Saturday rescuers were struggling in their hunt for more victims. "We are having difficulty deploying heavy equipment to find victims under the rubble of buildings because many of the roads leading to Palu city are damaged," he was quoted by the Kompas newspaper as saying. Indonesian earthquake and tsunami About 10,000 displaced people were scattered at 50 different places in Palu, he said. As more footage emerged of the moment disaster struck, one astonishing clip showed the carnage apparently being wrought by the quake alone.   Video footage showed trees, buildings and a communications tower being swept through a rural landscape by a landslide caused by liquification of the soil, according BNPB's Nugroho. Humanitarian crisis For survivors, the situation was increasingly dire. "It feels very tense," said 35-year-old mother Risa Kusuma, comforting her feverish baby boy at an evacuation centre in the gutted city of Palu. "Every minute an ambulance brings in bodies. Clean water is scarce." Residents were seen returning to their destroyed homes, picking through waterlogged belongings, trying to salvage anything they could find. Hundreds of people were injured and hospitals, damaged by the magnitude 7.5 quake, were overwhelmed. Some of the injured, including Dwi Haris, who suffered a broken back and shoulder, rested outside Palu's Army Hospital, where patients were being treated outdoors due to continuing strong aftershocks. Tears filled his eyes as he recounted feeling the violent earthquake shake the fifth-floor hotel room he shared with his wife and daughter. "There was no time to save ourselves. I was squeezed into the ruins of the wall, I think," Haris told Associated Press, adding that his family was in town for a wedding. "I heard my wife cry for help, but then silence. I don't know what happened to her and my child. I hope they are safe." Hospitals were overwhelmed by the influx of those injured, with many people being treated in the open air. There were widespread power blackouts. "We all panicked and ran out of the house" when the quake hit, said Anser Bachmid, a 39-year-old Palu resident.  'I heard people shouting, Water! Water!' Palu, which has more than 380,000 people, was strewn with debris from the earthquake and tsunami. A mosque heavily damaged by the quake was half submerged and a shopping mall was reduced to a crumpled hulk. A large bridge with yellow arches had collapsed. Bodies lay partially covered by tarpaulins and a man carried a dead child through the wreckage. Nina, a 23-year-old woman who goes by one name, was working at a laundry service shop not far from the beach when the quake hit. She said the quake destroyed her workplace, but she managed to escape and quickly went home to get her mother and younger brother. An aerial view shows bridge damaged by an earthquake and tsunami in Palu Credit: Reuters "We tried to find shelter, but then I heard people shouting, 'Water! Water!'" she recalled, crying. "The three of us ran, but got separated. Now I don't know where my mother and brother are. I don't know how to get information. I don't know what to do." It's the latest natural disaster to hit Indonesia, which is frequently struck by earthquakes, volcanic eruptions and tsunamis because of its location on the "Ring of Fire," an arc of volcanoes and fault lines in the Pacific Basin. In December 2004, a massive magnitude 9.1 earthquake off Sumatra island in western Indonesia triggered a tsunami that killed 230,000 people in a dozen countries. Last month, a powerful quake on the island of Lombok killed 505 people.

How the US-China trade war may be good for Beijing

Posted: 29 Sep 2018 10:57 AM PDT

How the US-China trade war may be good for BeijingThe opening salvos of the trade war between the US and China were deafening, and while the battle is far from over, a rift between the countries may be beneficial to Beijing in the long term, experts say. Donald Trump, the US President, fired the first warning earlier this year by taxing key Chinese exports including solar panels, steel and aluminium. The most significant escalation rolled in this week with new tariffs affecting $200 billion (£150 billion) worth of items, effectively taxing half of all goods coming into the US from China. Beijing has retaliated each time in kind, most recently slapping tariffs of five to ten per cent on $60 billion of American goods. China has pledged to match the US shot-for-shot, and the world's second largest economy is unlikely to blink anytime soon. Getting Washington to back down means caving into demands, but publicly bowing to the US would be far too embarrassing for Xi Jinping, China's president. Still, experts say if Beijing can play its cards right, US trade war pressures could positively support China over the long term by lowering the inter-dependence of the two economies. "The fact that a quick political decision in either Washington or Beijing could create the conditions that start an economic tailspin in either country is actually a lot more dangerous than onlookers have acknowledged before," said Abigail Grace, a research associate who focuses on Asia at the Center for New American Security, a think tank. Ambrose: China - US trade war "From both Trump and Xi, you've seen a willingness to engage in more head-to-head economic warfare, and that increases risk overall… that degree of leverage for either is not particularly helpful or productive." For instance, the US implemented in April a seven-year ban on exports to Chinese telecom firm ZTE after learning it didn't abide by a previous settlement agreement for violating trade sanctions. ZTE announced weeks after it planned to "cease major operating activities" because of financial consequences from the ban. Trump later tweeted he was working with Mr Xi to get ZTE back on its feet; the ban was lifted. That a Chinese company could be tanked by one decision indicates an unhealthy level of interdependence, Ms Grace said. Along those lines, she said it would be equally disastrous for the US if China started blocking shipments for items manufactured in the country crucial to American supply chains like parts for Apple's iPhone. Donald Trump's trade war is all about containing rampant China Thus the trade war could "force China to build a more vertically integrated supply chain within the country," said Damien Ma, an economist and associate director at the Paulson Institute, a think tank. Doing so would allow China control from beginning to end, whether assembling widgets or dealing with more advanced technologies. "That's a great outcome for China." This is not lost on Mr Xi. "Internationally, it's becoming more and more difficult [for China] to obtain advanced technologies and key know-how," he said this week. "Unilateralism and trade protectionism are rising, forcing us to adopt a self-reliant approach; this is not a bad thing." To properly do this, however, China needs to move away from supporting its wasteful, inefficient state-owned enterprises and support the private sector, said Nicholas Lardy, a China specialist and senior fellow at the Peterson Institute for International Economics.   While that's easier said than done, Beijing has long known it would have to allow economic growth to mature away from manufacturing and exports and toward services sectors. In perspective | Emerging markets This could lead to more jobs created that are a better fit than factory gigs for China's increasingly savvy middle class and growing numbers of university graduates, Ms Grace said. Plus, as Mr Trump continues to bellow and bully other nations, China may even be seen as "more politically stable," Mr Ma said. One potential impact of that, he thinks, is the yuan becoming favored over the dollar as the reliable currency of choice for investments and transactions. China has long wanted to boost the role of its currency on the global stage. A report released this week by the European Central Bank that simulated the impact of the trade war echoed similar sentiments. It suggested the US would suffer from the brunt of diminished trade and deteriorating business and consumer confidence, whereas China could supplement lost trade with the US by selling to other countries. China is "giving a real, clear alternative - a choice," Mr Ma said. "Before, even if you didn't like the US, there wasn't much of a choice, but China - even if you don't like them that much … they are increasingly saying, we are a legitimate choice; we do offer things that you want and need".

First F-35 crash occurs on same day stealth jet lands on British carrier

Posted: 29 Sep 2018 04:32 AM PDT

First F-35 crash occurs on same day stealth jet lands on British carrierThe US military has announced an F-35B Lightning II stealth jet has crashed, the first such loss to the programme. The US Marine Corps said the plane came down near Beaufort, South Carolina, on Friday. The American pilot safely ejected and was evaluated by medical personnel. There were no civilian casualties. An investigation into the crash was launched although the fleet was not grounded, suggesting the cause was not thought to be a fundamental design or safety flaw. Britain has said it will buy 138 F-35B jets, the same variant as the one that crashed, and has committed money for the first 48. The crash occurred on the same day as the Ministry of Defence announced the first F-35B jets had landed on HMS Queen Elizabeth, marking Britain's return to carrier strike operations. An MoD spokesman told the Telegraph the UK was not looking to ground its fleet of F-35 aircraft, but that the Aviation Safety Authority would keep that decision under review. An F-35B Lightning II jet on the flight deck of the UK's new aircraft carrier HMS Queen Elizabeth after making one of the first ever vertical landings. September 25 2018.   Credit: Lockheed Martin/MoD/Crown copyright/PA The 17-year F-35 programme has been widely criticised for cost and combat effectiveness. Of the three aircraft variants, the 'B' model is designed for vertical take-off and landing. The engineering constraints necessary for such manoeuvres reduces the room for weapons and fuel. However, both the US Marine Corps and the British government decided the flexibility afforded by vertical lift, combined with shorter - and therefore cheaper - aircraft carriers, meant the 'B' model was the preferred option. On Friday Lockheed Martin, the prime contractor for the F-35 programme, announced a deal with the US government for an additional 141 jets had reduced the unit cost of future purchases across all variants. As a result, the next batch of British F-35B aircraft will be reduced in cost by 5.7 per cent to $115.5 million (£88.6 million) per airframe.   Vice Admiral Mat Winter, the F-35 programme executive officer, said: "driving down cost is critical to the success of this program. "We are delivering on our commitment to get the best price for taxpayers and war fighters."

U.S. warship sails near disputed South China Sea islands: U.S. officialBeijing and Washington are locked in a trade war that has seen them impose increasingly severe rounds of tariffs on each other's imports. The operation was the latest attempt to counter what Washington sees as Beijing's efforts to limit freedom of navigation in the strategic waters, where Chinese, Japanese and some Southeast Asian navies operate. China's claims in the South China Sea, through which about $5 trillion in ship-borne trade passes each year, are contested by Brunei, Malaysia, the Philippines, Taiwan and Vietnam.

Macedonians head to the polls in key name change referendum that could offer EU and NATO accession

Posted: 30 Sep 2018 01:16 AM PDT

Macedonians head to the polls in key name change referendum that could offer EU and NATO accessionMacedonians head to the polls on Sunday to vote in a referendum on whether to change the country's name to North Macedonia. If a majority vote in favour of the name change, neighbouring Greece has promised to lift its veto on the tiny Balkan nation joining Nato and the EU. Macedonia's long-standing desire to keep its name has been blocked by Athens ever since the Balkan country declared independence from the wreckage of the former Yugoslavia in 1991. The Greeks are fiercely protective of their own region of the same name and resent what they regard as the Macedonians' appropriation of Hellenistic culture. Despite the bad blood between the neighbours, a majority of Macedonians seem to be leaning towards the yes vote. It is a chance to ditch the long-winded and inelegant name they have been saddled with for the last 27 years – the Former Yugoslav Republic of Macedonia, or FYROM for short. "There are no jobs for young people here. My son has no prospects. We have big economic problems. So I thinking joining the EU and Nato will offer us a better future," Tiho, a 56-year-old taxi driver in the capital, said. But others deeply resent having to add a geographical qualifier to their country's name, saying that the title North Macedonia is a humiliation and diminishes the country on the world stage. Greece accuses Macedonia of appropriating its ancient heroes such as this giant statue of Alexander the Great in Skopje Credit: Jan Wlodarczyk/Alamy In a concession from Athens, the language of the country will officially be recognised as Macedonian and citizens' nationality will be Macedonian. "No one wants to change the name – why would you?" said Simonida Kacarska, the director of the European Policy Institute, a think tank in Skopje. "But the issue has been going on for 27 years and people are sick of it. This is a chance to resolve it. We are making a compromise." The question that will be put to voters in the referendum is: "Are you in favour of membership in the European Union and NATO by accepting the deal between (the) Republic of Macedonia and Republic of Greece?" The break in the impasse between the two countries came in June, after months of talks between Zoran Zaev, the Macedonian prime minister, and his Greek counterpart, Alexis Tsipras. Both leaders have stuck their necks out politically and face trenchant opposition from domestic critics. In Macedonia, conservative opposition parties and nationalist groups have called for a boycott of the referendum. "It's emotional. This is a country whose language and identity have been contested by its neighbours," said Prof Kacarska, who gained her PhD at Leeds University. "Part of the population is concerned that the change of name will change certain identity markers, even though our nationality and language will be recognised as Macedonian. "The emotional attachment to the issue on both sides is incredible. It is still very high and will be for some time." Such is the historical animosity between Macedonia and its larger neighbours – Serbia, Albania, Bulgaria and Greece – that they are known as "the four wolves". An ethnic Albanian woman casts her ballot at a polling station in Skopje, Macedonia Credit: Thanassis Stavrakis/AP Polling stations are open until 7pm local time, with the result expected to be known late on Sunday evening. Nikola Dimitrov, the foreign minister, voted in the centre of the capital, describing the referendum as a "historic cross-roads" and the potential start of a new chapter for the country. "I hope that this will be a smooth democratic process and that people will make the choice to move forward finally. "This is a big, big day for Macedonia and for our friendship with Greece and our other neighbours. I'm excited. It's also my birthday, so I hope there is an omen in that too." A key issue is turnout – if it is less than 50 per cent then the referendum result may be seen to lack legitimacy. Mr Zaev, the prime minister, has said that if the no vote wins, he will resign. If the yes vote wins, Skopje will have to make changes to its constitution and then put the deal to parliament for approval. It would also have to be ratified by the Greek parliament, where Mr Tsipras's coalition partners have said they will vote against it. It is not clear if the prime minister will be able to gather enough votes from other parties to have the accord accepted.

Canadian MPs vote to strip Aung San Suu Kyi of honorary citizenship

Posted: 27 Sep 2018 09:58 PM PDT

Canadian MPs vote to strip Aung San Suu Kyi of honorary citizenshipThe Canadian parliament has voted unanimously to strip Aung San Suu Kyi, Burma's civilian leader, of her honorary citizenship after global criticism of her handling of the Rohingya crisis.  Ottawa had awarded the symbolic honour, which does not afford Canadian rights or privileges, to the Nobel laureate in 2007 after she endured years of house arrest as a political prisoner.  The vote in the House of Commons lower chamber means that she will no longer be a member of an elite group of only five other honorary Canadians, which includes Nelson Mandela, Malala Yousafzai, and the Dalai Lama.  The decision, which must still be ratified by the Senate, comes one week after another unanimous vote by Canadian MPs to declare the Burmese military campaign against the Rohingya Muslim minority a genocide.  The Burmese army is accused of mass killings, rape and arson in a brutal crackdown last year which drove more than 700,000 Rohingya into neighbouring Bangladesh, where they now live in cramped refugee camps.  Foreign Secretary Jeremy Hunt meets with members of the Rohingya community in Rakhine State Credit: Ye Aung Thu/AFP A spokesman for Chrystia Freeland, Canada's foreign minister, confirmed to the Globe and Mail that the government supported the motion to revoke Ms Suu Kyi's citizenship in response to "her continued failure to speak out against the genocide of the Rohingya, a crime being committed by the military with which she shares power." Ms Suu Kyi was previously called out by a searing United Nations investigation for failing to use her "moral authority" to prevent violence against the Rohingya minority.  The investigation by three independent UN experts, which concludes that Burma's top generals should be tried for genocide, and the case referred to the International Criminal Court, was presented to the UN's Human Rights Council in Geneva last week.  The rights body voted on Thursday to set up an independent panel to prepare criminal indictments over the atrocities committed in Burma.  Saw for myself in Rakhine that real accountability for atrocities requires this new mechanism to secure the evidence. Burma has been a priority for us here at #UNGA so the decision by @UN_HRC today is great news. Step forward but much more to do. https://t.co/QEpHvhouWh— Jeremy Hunt (@Jeremy_Hunt) September 27, 2018 Thirty-five of the council's 47 members supported a text that mandates the panel to prepare "files in order to facilitate and expedite fair and independent criminal proceedings... in national, regional or international courts or tribunals." Only three countries – China, the Philippines and Burundi – voted against the resolution.  Jeremy Hunt, the British foreign secretary, welcomed the decision as a "step forward" for establishing justice.  "Saw for myself in Rakhine that real accountability for atrocities requires this new mechanism to secure the evidence. Burma has been a priority for us her at #UNGA so the decision by @UN_HRC today is great news. Step forward but much more to do," he said on Twitter.  The military has denied nearly all wrongdoing, justifying its crackdown as a legitimate means of rooting out Rohingya militants.

Italy's populists challenge EU with plans to boost deficit

Posted: 28 Sep 2018 09:26 AM PDT

Italy's populists challenge EU with plans to boost deficitAfter tussling with Economy Minister Giovanni Tria for weeks, the four-month old government on Thursday proposed a 2019 deficit that is, at 2.4 percent of gross domestic product (GDP), three times the previous administration's target. The rub is that Italy has the largest debt among big European Union economies, at 131 percent of GDP, and it is under pressure from the EU to rein in spending amid fears it could sow the seeds of a new debt crisis in the euro zone. In a move certain to raise hackles with the European Commission, which monitors and enforces EU fiscal rules, the government sees the deficit remaining at 2.4 percent for the next three years, rather than progressively declining toward zero as the Commission's recipe prescribes.
