Comic book writer Blake Leibel, 35, is charged with the murder of the mother of his child, Ukrainian-born Iana Kasian, 30. The murder took place in May last year and Mr Leibel, the heir to a plastics and property fortune, could be given the death sentence if found guilty, due to the severity of the crime. |

Prison riot in central California leaves one inmate dead, eight others wounded Posted: 24 Sep 2017 06:15 PM PDT Prison guards fired rubber bullets and pepper spray to quell a riot on Sunday involving more than 160 inmates at a central California penitentiary in which one prisoner was stabbed to death and eight others wounded, state corrections officials said. No staff members were injured in the disturbance, which erupted shortly before 11 a.m. at the California Men's Colony near San Luis Obispo, and took less than 10 minutes to bring under control, said Lieutenant Monica Ayon, the prison spokeswoman. |

Thousands greet Qatar's emir on return home Posted: 24 Sep 2017 11:37 AM PDT Thousands of Qataris lined the streets of central Doha Sunday to welcome back the emir as he returned from his first trip abroad during the ongoing Gulf diplomatic crisis. Sheikh Tamim bin Hamad Al-Thani travelled to Turkey, France, Germany and the US -- where he addressed the UN General Assembly -- his first overseas engagement since Qatar was isolated politically by neighbouring states. The emir was greeted by crowds numbering in their thousands as his car, part of a large convoy, wound its way slowly through the capital, said an AFP correspondent on the spot. |

How many people are killed by terrorist attacks in the UK? Posted: 25 Sep 2017 03:49 AM PDT London has been rocked by a series of terror attack in 2017, with the most recent attack involving a man who drove a van into a crowd of Muslim worshippers in Finsbury Park. Once again, Prime Minister Theresa May chaired a meeting of the Government's Cobra emergency committee in response to the attack, condemning the "terrible incident". But despite this string of attacks, relatively few people have been killed by terrorist attacks in the UK in recent years. Victims of terrorist attacks in the United Kingdom Previously, a senior Whitehall source revealed the security services have foiled five attacks in the two months since the Westminster attack. Defending against accusations that MI5 had been repeatedly warned the Manchester suicide bomber, Salman Abedi, was dangerous, the source outlined the scale of the job facing counter-terrorism officials. Partly because of this, the number of people killed by acts of terrorism has remained low compared to other countries - with 49 people dying because of terrorism in the UK since between 2010 and 2017. Terror is killing far fewer people in the UK now than it was in the 1980s Between 2000 and 2017, 126 people have been killed in the UK in terrorist attacks, according to figures from the Global Terrorism Database. Although not on British soil, a further 30 British people were killed in Tunisia when a gunman attacked a hotel popular among Western tourists. This compares to 1,094 deaths in the 15-year period before that, between 1985 and 1999, and a further 2,211 between 1970 and 1984. The worst year for terrorism-related deaths in the UK was 1988, when 372 people died. The majority of these died in the Lockerbie disaster, when 270 were killed as a Pan Am transatlantic flight was destroyed by a bomb. Since 1970, Northern Ireland has seen the most terrorism-related deaths out of any nation in the UK, with IRA-related terrorism plaguing the nation for decades. 1972 saw the peak of this violence, with 353 people killed in Northern Ireland - out of a total of 368 in the whole of the UK. How does the UK's terror threat compare with the rest of Europe? Since 1970, the UK has faced the most deaths as a result of terrorism in Western Europe - totalling 3,395. Spain is the next worst-hit, with 1,261 deaths since 1970. 2004 was the country's worst year for terrorism, when 192 people died as Madrid bombings. Victims of terrorist attacks in Western Europe 1988 was the worst year for terror in Western Europe, when 440 people in total were killed in attacks - the majority being killed in the Lockerbie bombing. In 2015, France saw its worst ever attack in Paris when nine terrorists killed 130 people at multiple locations across the capital. Since 2000, there have been seven deaths per year in the UK due to terrorism - which, according to research from BuzzFeed, means you're more likely to be killed by dogs (18 deaths per year), hot water (100 deaths per year) or using your phone while driving (2,920 deaths per year). UK terror threat timeline Despite public concern, the terror threat in Europe is relatively low Terrorism is becoming an increasing concern for Europe's people, with the UK's own threat level set at "severe" - but the figures show that Europe is one of the safest areas in the world for terrorist-related incidents. While there have been several large attacks in Western Europe in recent years, the number of people killed by terrorism in this region is relatively low compared to other parts of the world. The Global Terrorism Index found that 38,422 people were killed in terrorist attacks across the world in 2015. The majority of these were in the Middle East and North Africa, where 17,752 died in terror attacks. Sub-Saharan Africa was the next worst-hit, followed by South Asia. Since 1970, the Index has counted 106,539 deaths in this region, out of a worldwide total of 348,759 - compared to 6,400 deaths in Western Europe. |

Most schools in Mexico City still closed after earthquake Posted: 25 Sep 2017 06:23 AM PDT By Lizbeth Diaz and Ana Isabel Martinez MEXICO CITY (Reuters) - Most schools in Mexico City remained closed on Monday after last week's deadly earthquake, but children outside the capital were set to return to their classrooms even though aftershocks are still jolting the country. Search operations in Mexico City were narrowed to five buildings destroyed last Tuesday by a 7.1 magnitude earthquake that killed at least 320 people, Mayor Miguel Angel Mancera told local broadcaster Televisa on Monday. "These are the places where rescue efforts continue," said Mancera, ticking off locations in central and southern portions of the metropolis. |

German election 2017 polls and odds tracker: Will Angela Merkel remain as Chancellor? Posted: 24 Sep 2017 08:38 AM PDT The German election takes place this Sunday, with Chancellor Angela Merkel heavy favourite to defend her position against Martin Schulz for a fourth term in power. Polls currently show that Merkel's Christian Democratic Union (CDU) party - with its Bavarian sister party, the Christian Social Union (CSU) - will be the largest party after the Bundestag election on 24 September, but they will fall short of a majority. This is common in Germany, and so the resulting parliament is in part determined by how the smaller parties perform, and which coalition possibilities will be born. German election poll tracker How does the German voting system work? Each person casts two votes in the Bundestag election, to allocate a total of 598 seats. Half of these are to elect a local MP by constituency, in a first-past-the-post fashion. The remaining 299 votes are elected via party lists, allocated near-proportionately to the party vote share in each of Germany's 16 federal states. To be included in this seat allocation process, a party must achieve five per cent of the national vote. 2013 German Federal Election Results Map This second round of seat allocation also means that the total number of MPs can be higher, with politicians elected in "overhang seats" in order to balance the state- and constituency-level votes. The most recent parliament had 32 overhang seats, taking the total up to 631 MPs. This allows voters to represent their interests locally through their chosen representative, as well as nationally in the party they feel will be strongest in the Bundestag. In the end, the seat share for each party ends up very similar to their vote share - unlike the system used in the UK's parliamentary elections. Graphic: The German electoral system So who will win the German election and when will we know the results? Merkel's CDU is looking most likely to win the most seats in the Bundestag - for the fourth election in a row. The SPD, led by former President of the European Parliament Martin Schulz, is in second place in the polls - securing around a quarter of the vote. The AfD - the far-right Alternative for Germany party - had enjoyed a slight rise in the polls in 2016 but have since collapsed into in-fighting and unpopularity. German election projected seat share In reality, the CDU will have to seek a coalition agreement with the SPD or one of the other minor parties to form a government. We should know who has won the election by 6pm BST this Sunday, when voting ends and the exit poll is released, although it won't be several more weeks until a coalition government is officially agreed. The return of the far-right A late surge in support has propelled the far-right Alternative for Germany (AfD) party into third place in the opinion polls with just days to go before the ballot. Last time around the party, fighting in it's first federal election, failed to win a constituency outright and fell just short of the five per cent required in order to secure MPs via the secondary proportional representation stage of the election. The rise of the AfD This time however they seem guaranteed to win representation in the Bundestag with the latest polling average putting them at slightly over 10 per cent. YouGov's Multilevel Regression with Poststratification model puts them on 12 per cent. Were the AfD to secure a third place finish they could find themselves becoming the main opposition party in Germany if Merkel's CDU/CSU party decide to extend their Grand Coalition with the SPD. AfD support mapped Potential coalitions The centre-left Social Democratic Party (SPD) has been in coalition with centre-right CDU in this current government, as well as in Merkel's first term. These two parties are Germany's biggest, leading to a union dubbed the "Grand Coalition". The polls are currently suggesting that Germans are content with their current government, which means a Grand Coalition could happen for a third time in just four elections. Another option is a Black-Yellow coalition, consisting of Merkel's CDU party propped up by the smaller Free Democratic Party (FDP). This would take Merkel over the target needed for a majority, and was the option the party opted for in 2009-2013. The only situation that poses a risk to Merkel's leadership is a left-wing "Red-Red-Green" coalition, led by the SPD's Martin Schulz. For this, he would have to gather enough seats together alongside the Linke (Left) and Grüne (Greens) parties. German election coalition scenarios What do the parties stand for? The main parties standing in the election are as follows: Christian Democrats (CDU): The leading party in Germany, headed by Angela Merkel. The centre-right group - made up of the Christian Democratic Party (CDU) and the Bavarian Christian Social Union (CSU) - they have employment, tax cuts and ongoing public investment at the forefront of their manifesto. Social Democrats (SPD): Led by Martin Schulz, the centre-left are vying to make another Grand Coalition to remain in government. The party polled well following the election of their new leader, but then suffered once again in regional polls. The SPD is a traditionally working class party, pledging investment in education and infrastructure, funded by higher taxes for the rich. Left (Linke): Led by Sahra Wagenknecht and loosely descended from the East German communists. This small party, often used as a protest vote, is campaigning for a rise in national minimum wage, a rejection of military missions abroad and the dissolution of NATO. Green (Grüne): Led by co-chairs Katrin Göring-Eckardt and Cem Özdemir, this party could be the coalition kingmakers. They rely on educated, urban citizens, focusing on the environment, taxes and social policies. Free Democratic Party (FDP): Led by Christian Lindner, the party was Merkel's junior coalition party in her second term. It failed to reach five per cent of the vote to allow another coalition in 2013. The party campaigns for tax cuts and to remain in financial markets - particularly within the EU. Alternative for Germany (AfD): A right-wing populist party lead by Alice Weidel and Alexander Gauland. The party's hardline anti-EU, anti-immigration views have attracted voters from almost all of the other parties, especially among lower income households. Graphic: Germany's political spectrum What are the betting odds for the German Bundestag election? Political pollsters have taken a beating recently after failing to predict a British Hung Parliament in 2017, a Leave vote last summer and a Donald Trump victory in November. For those who have lost faith in polling, there is another way of predicting electoral outcomes: ask people who are prepared to put their money where their mouth is. Many now believe that political betting markets can better predict elections, relying on the wisdom of a crowd of punters to sort and weigh all the probabilities. Coral's latest odds for the election have Mrs Merkel as most likely to continue as Chancellor after the election. The latest odds for the party to emerge with the most seats are: CDU/ CSU - 1/100 SPD - 16/1 AfD - 100/1 Die Linke - 100/1 Greens - 100/1 FDP - 100/1 Our poll tracker takes in national polls from a range of German pollsters: INSA, Infratest Dimap, Emnid, Forsa, Forschungsgruppe Wahlen, Allensbach and IPSOS. Their individual polls, while of different sample sizes, use nationally representative samples. Our seat share projection is based on the average of the last eight polls, excluding any parties that are polling at under five per cent, as the German proportional top-up system does. |

Germany's Syrian refugees celebrate Merkel win but fear rise of far-right Posted: 24 Sep 2017 01:19 PM PDT By Joseph Nasr BERLIN (Reuters) - Syrian refugees rejoiced on Sunday at the news that Angela Merkel had secured a fourth term as German chancellor, but said they were alarmed by the rise of the far-right AfD party, which they feared could push her to tighten asylum rules. "We prayed that Merkel would win," said Fatima al-Haidar, a mother of two from Damascus. The conservatives bled support to the anti-immigrant Alternative for Germany (AfD), which entered parliament for the first time as the third-biggest party, cashing in on anger at Merkel's decision to welcome more than 1.3 million refugees. |
Posted: 25 Sep 2017 03:48 AM PDT Pollution is a greater global threat than Ebola and HIV, according to warnings by the World Health Organisation. According to its recent report, one in four deaths among children aged under five are now due to environmental hazards such as air pollution and contaminated water. Previously this year, air pollution levels in London were worse than those in Beijing for a brief period - with the UK capital's pollutants frequently breaking UK limits. Now, the UK Government plans to tackle such dangers by banning diesel and petrol cars by 2040. But how bad is air pollution in other areas of the UK? Search for your postcode to see how bad air pollution is in your area How high is air pollution in your area? How does the UK compare to the world? According to the World Health Organisation (WHO), London is just a mid-table city when it comes to the international league table of polluted places. London only ranked 1,389th out of the nearly 3,000 cities and towns around the world monitored in the WHO's database of annual air pollution readings. Which cities have the worst air pollution levels? WHO guidelines state that cities should aim to have an annual average of no more than 10 micrograms of PM2.5 (very fine particulate matter) for every cubic metre of air. London had an annual PM2.5 average of 15 μg/m3 in 2013, far lower than Beijing's average of 85.2 μg/m3. These particles are very small in diameter and are classed as carcinogenic by leading health organisations. Thousands of deaths a year are attributable to air pollution in the UK. London pollution - what causes it and how can you stay safe? 01:33 Which cities have the highest air pollution levels worldwide? According to the WHO, the most polluted city in the world is Zabol in Iran. Zabol's PM2.5 measurements were found to average a massive 217 μg/m3 for the latest available year - more than 20 times higher than the recommended level. The next two entries on the list are both located in India (Gwalior and Allahabad) while the first non-Asian city on the list is Bamenda in Cameroon which came in eighth place. Tetovo in Macedonia was the most polluted European city in the database, followed by Tuzla in Bosnia and Herzegovina. The most polluted city in the UK isn't actually London. Glasgow topped that list, followed by Scunthorpe and Leeds with London in sixth place. However, given that these rankings are based on figures taken in 2013, the situation may have changed since. London may also experience greater peaks in air pollution but these figures are all annual averages. Table - The 100 most air polluted cities in the world Asian cities tend to be more polluted The WHO's database is by no means a comprehensive list of every city in the world - many places will simply not be able to provide air pollution figures of sufficient quality to be included. However, from the figures available, Asian cities were the likeliest to exceed the 10 μg/m3 guideline for PM2.5. Just four of the 632 Asian locations included in the data were found to be below this level, meaning that the equivalent of 99.4 per cent of Asian cities exceeded it. African cities were the next most likely to annually exceed their recommended levels of air pollution while towns and cities in Oceania were the least likely. |
