44 African nations sign pact establishing free trade area: AU Posted: 21 Mar 2018 06:57 AM PDT Forty-four African countries have signed an agreement establishing a free trade area seen as vital to the continent's economic development, the head of the African Union said Wednesday. "The agreement establishing the CFTA (African Continental Free Trade Area) was signed by 44 countries," said Moussa Faki Mahamat, chairperson of the AU commission. The creation of a free trade area -- billed as the world's largest -- comes after two years of negotiations, and is one of the AU's flagship projects for greater African integration. |

Xi warns Taiwan will face 'punishment of history' for separatism Posted: 20 Mar 2018 12:03 PM PDT By Philip Wen and Ben Blanchard BEIJING (Reuters) - Chinese President Xi Jinping told self-ruled Taiwan on Tuesday that it would face the "punishment of history" for any attempt at separatism, offering his strongest warning yet to the island claimed by China as its sacred territory. The government of Taiwan, one of China's most sensitive issues and a potentially dangerous military flashpoint, responded that it hoped China could "break free" of the old clichés of threats and force. China's hostility towards Taiwan has risen since the 2016 election of President Tsai Ing-wen, a member of the island's pro-independence Democratic Progressive Party. |

Austin bombings: Police respond to sixth reported explosion in Texas amid spate of blasts Posted: 20 Mar 2018 05:40 PM PDT Police in Austin are responding to another reported explosion - the sixth in a spate of bombings that have left two dead and four others seriously wounded. The explosion marked the latest in a string of blasts in the Austin area since 2 March. The development came as the chairman of the US House Homeland Security committee said federal authorities had informed him that investigators have obtained surveillance videos in Austin that "could possibly" show a suspect in the earlier package bombing at a FedEx distribution centre near San Antonio. |

Smoking while walking? Not in New York if new bill is passed Posted: 21 Mar 2018 07:54 AM PDT 'In a perfect world, every smoker would have the self-awareness to realize smoking while walking subjects everyone behind you to the fumes,' said councilman Peter Koo. Smoking while walking would be banned in New York City if a new bill is passed into law. Councilman Peter Koo is introducing the legislation on Wednesday, in what he says is an attempt to keep secondhand smoke away from pedestrians. |

Posted: 21 Mar 2018 02:53 AM PDT The suspect thought to be behind a spate of bomb attacks in Austin, Texas, has been killed in an explosion after being cornered by police. Police in Texas are hunting for clues as to what drove the unemployed young man to apparently launch a bombing spree that terrorised the region. While searching for possible accomplices and warning people to be on the alert for suspicious packages, officials said that 23-year-old Mark Anthony Conditt is suspected of posting and triggering the bombs that killed two people and injured six. |

Syria rebels say deal reached to evacuate Ghouta town Posted: 21 Mar 2018 10:27 AM PDT A hardline Syrian rebel faction said Wednesday it had agreed with the regime to evacuate a bombed-out town in the Eastern Ghouta enclave near Damascus. It is the first deal reached in Ghouta for a mass exit of rebels and civilians since Syrian government troops launched an offensive on the enclave a month ago. "The deal between the regime and rebels in Harasta sees rebels exiting the city with their weapons, and whichever civilians want to leave, to northern Syria with Russian guarantees," said Munzer Fares, spokesman for the Ahrar al-Sham group in Ghouta. |
Global carbon emissions hit record high in 2017 Posted: 22 Mar 2018 05:08 AM PDT By Nina Chestney LONDON (Reuters) - Global energy-related carbon emissions rose to a historic high of 32.5 gigatons last year, after three years of being flat, due to higher energy demand and the slowing of energy efficiency improvements, the International Energy Agency (IEA) said. Global energy demand rose by 2.1 percent last year to 14,050 million tonnes of oil equivalent, more than twice the previous year's rate, boosted by strong economic growth, according to preliminary estimates from the IEA. Energy demand rose by 0.9 percent in 2016 and 0.9 percent on average over the previous five years. |

Gaza bomb suspect, two Hamas security officers killed in raid Posted: 22 Mar 2018 08:39 AM PDT The main suspect in a bomb attack against the Palestinian prime minister in Gaza was killed in an arrest raid on Thursday that Hamas said left two members of its security forces dead. One of chief suspect Anas Abu Koussa's alleged accomplices in last week's attack was also killed in the raid after Hamas, the Islamist movement that runs the Gaza Strip, launched a manhunt. The interior ministry in the Hamas-run enclave announced the deaths and said a third suspect was under arrest, but did not say what motivated Abu Koussa. |

Posted: 20 Mar 2018 02:19 PM PDT A woman who took care of alleged Florida school shooter Nikolas Cruz after his mother died, has said she warned police multiple times about "warning signs" in his behaviour, including one instance where he put a gun to his family members' heads. Rocxanne Deschamps was close friends with Lynda Cruz, the adoptive mother of both Mr Cruz and his brother, Zachary. At a press conference on Tuesday, she said she had cared for the boys for a little less than a month after Ms Cruz died in 2017 – until Mr Cruz's obsession with guns forced her to kick him out. |

Poland stands firm in EU conflict over court reforms Posted: 21 Mar 2018 06:32 AM PDT Foreign Minister Jacek Czaputowicz on Wednesday stressed Poland's right to reform its judiciary however it likes, adding he regrets that the European Union launched unprecedented legal action against Warsaw. "We defend our right to reform our justice system in accordance with the expectations of Polish people," Czaputowicz told parliament during an annual overview of Poland's foreign diplomacy. Brussels in December triggered Article 7 of the EU treaty over what it sees as "systemic threats" to the independence of the Polish judiciary from the country's right-wing government -- a move that could lead to never-before-used sanctions. |
Trial of two Boston officials canceled after prosecution dealt setback Posted: 21 Mar 2018 04:12 PM PDT A federal judge on Wednesday called off next week's trial of two members of Boston Mayor Marty Walsh's administration accused of extorting a music festival production company into using union labor after a court ruling jeopardized the prosecution's case. U.S. District Judge Leo Sorokin's action came after prosecutors said they would not oppose dismissing the case against Kenneth Brissette and Timothy Sullivan as long as they retained the right to appeal a ruling he issued on Monday. Sorokin declined in that decision to reconsider a proposed jury instruction that would require prosecutors to prove that the two city officials personally benefited from union workers being hired for the 2014 festival. |
