The North Korean leader's estranged half-brother, Kim Jong-nam, was killed at the airport in Kuala Lumpur in February last year when two women smeared his face with the banned chemical weapons agent VX.  Heather Nauert, the State Department spokeswoman, said in a statement the US government made the determination on February 22 under the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991. Additional sanctions on Pyongyang went into effect on March 5 after the finding was formally published, she said. "This public display of contempt for universal norms against chemical weapons use further demonstrates the reckless nature of North Korea and underscores that we cannot afford to tolerate a North Korean WMD programme of any kind," Ms Nauert said on Tuesday. The fresh layer of US economic sanctions against Pyongyang came just as South Korea reported that the regime is ready for talks to end a nuclear standoff. Malaysian police have long said Mr Kim was killed as a result of being exposed to the VX nerve agent.  It was reveled in December that Mr Kim was carrying vials of the antidote to the toxin but he didn't use it. Testifying before a high court in the city, a Malaysian government toxicologist said Mr Kim had 12 doses of atropine in his carry-on luggage when he was approached by two women who smeared the nerve agent onto his face. The World Traveller section will now contain 10 seats per row, instead of nine, moving from a 3-3-3 formation to a 3-4-3 design, which according to industry experts, will bring the size of long haul seats down by 1.5 inches. "The drawback is a combination of physical discomfort and a sense of overcrowding," said travel writer Simon Calder. It could mean that the cost of a return flight from London to New York could fall from £468 to between £375 and £420. Travellers can already fly from London to New York over the same dates for as little as £265 with Norwegian. British Airways budget travel "In April 2018, we will be introducing a new long-haul basic economy fare on selected transatlantic routes," said BA in a statement. "The new fare will give customers a lower price point and more choice." The airline also announced that travellers in the new 777 World Traveller Plus would enjoy new bespoke lighting to reflect the time of day, helping to lull travellers to sleep at night and wake them in the morning to combat jet-lag. Six hundred million pounds is also to be spent on Club World to improve catering and introduce bedding from The White Company. Two elderly sisters, Irene Gould, 82, and her younger sibling June Dickinson, 78, were also ecstatic after meeting Harry and his fiancee. Mrs Gould said: "We were just so pleased to meet them, and how beautiful Meghan is. We thanked Harry for coming to see us and wished them all the best for their marriage." Four people seriously injured in Vienna knife attacks Four people were seriously injured in two knife attacks in one district of the Austrian capital Vienna on Wednesday evening but any motive or connection between the assaults was unclear, a police spokesman said. The stabbings - the first of which took place at 6.45pm (GMT), occurred in Vienna's Second District, which includes the famous Prater park as well as the Praterstern transport hub. It also houses much of Vienna's small Jewish community. "A man attacked a family - a father, a mother and their 17-year-old daughter - with a knife. The three people were seriously injured and their lives are in danger," the spokesman said. "And half an hour later there was another attack ... at Praterstern and here a person was also seriously injured and their life is in danger. We do not know to what extent there is a connection here and any motive remains unclear," he said. "I saw how someone in the middle of the street was screaming and shouting - I thought he was beating his dog judging from his hand movements," she said. "And in reality he was stabbing this man." "He had lost all control."  Another knife attack shortly afterwards in the same area seriously wounded a 20-year-old Chechen, Mr Maierhofer said, adding a male with Afghan nationality had been arrested. Officers were investigating whether the two attacks are linked. Vienna has not experienced deadly attacks by Islamist militant like the ones that have struck Paris, Berlin and Brussels since 2015.
