China mulls three years' jail for anthem disrespectDisrespecting China's national anthem could carry a prison sentence of up to three years under a new draft law amendment, which may also affect Hong Kong and Macau, state media reported Tuesday. Some football fans in the self-governing city have booed the Chinese anthem when it was played at matches, despite appeals for restraint. China has been fine-tuning legislation on the proper way and place to sing its national anthem, recently tightening rules that already bar people from performing it at parties, weddings and funerals.

Two US sailors lost at sea for five months did not activate emergency beacon

Posted: 31 Oct 2017 12:37 AM PDT

Two US sailors lost at sea for five months did not activate emergency beaconThe US Coast Guard said on Monday that the two Hawaii women who were lost at sea for five months had an emergency beacon aboard their yacht that was never activated. A spokesman explained that their review of the incident and subsequent interviews with the survivors revealed that they had the Emergency Position Indicating Radio Beacon (EPIRB) aboard but never turned it on. When asked if the two had the radio beacon aboard, the women told the AP on Friday they had a number of other communications devices, but they didn't mention the EPIRB. The device communicates with satellites and sends locations to authorities. It's activated when it's submerged in water or turned on manually. During the post-incident debriefing by the Coast Guard, Jennifer Appel, who was on the vessel with Tasha Fuiava, was asked if she had the emergency beacon on board. Appel replied she did, and that it was properly registered. "We asked why during this course of time did they not activate the EPIRB. She had stated they never felt like they were truly in distress, like in a 24-hour period they were going to die," said a spokeswoman. The Coast Guard made radio contact with a vessel that identified itself as the Sea Nymph in June near Tahiti, and the captain said they were not in distress and expected to make land the next morning. That was after the women reportedly lost their engines and sustained damage to their rigging and mast. The women's dogs also survived the journey Credit: U.S. Navy via AP Experts say some of the details of the women's story do not add up. A retired Coast Guard officer who was responsible for search and rescue operations said that if the women used the emergency beacon, they would have been found. "If the thing was operational and it was turned on, a signal should have been received very, very quickly that this vessel was in distress," Phillip R. Johnson said on Monday in a telephone interview. Emergency Position Indication Radio Beacons, or EPIRBs, activate when they are submerged in water or turned on manually and send a location to rescuers within minutes. The beacons are solid and built to be suddenly dropped in the ocean. "Failures are really rare," Johnson said, but added that old and weak batteries also could cause a unit not to work. It's not clear if the pair had tested it before the journey. The women also said they had six forms of communication that all went dead. "There's something wrong there," Johnson said. Pacific Rescue - women sailors and their dogs He detailed cases in remote parts of Alaska where a ship in distress, using one form of beacon, brought a fairly quick response from nearby fishing boats and the Coast Guard. "I've never heard of all that stuff going out at the same time," he said. Key elements of the women's account are also contradicted by authorities, weather reports and the basic geography of the Pacific Ocean. The discrepancies raised questions about whether Appel and her sailing companion, Tasha Fuiava, remember the ordeal accurately or could have avoided disaster. The Hawaii residents reported that their sailing equipment and engine failed and said they were close to giving up when the US Navy rescued them last week, thousands of miles off course. They were taken to Japan, where they didn't immediately respond to an email and call seeking comment on Monday. The Navy said they do not investigate incidents like this and they were only there to render assistance. The Coast Guard said its review of the case is ongoing, but that there is no criminal investigation at this time. Sailors from USS Ashland approach the stricken Sea Nymph The two women met in late 2016, and within a week of knowing each other decided to take the trip together. Fuiava had never sailed a day in her life. They planned to take 18 days to get to Tahiti, then travel the South Pacific and return to Hawaii in October. On their first day at sea, May 3, the two Americans described running into a fearsome storm that tossed their vessel with 60 mph (97 kph) winds and 30-foot (9-meter) seas for three days, but meteorologists say there was no severe weather anywhere along their route during that time. "We got into a Force 11 storm, and it lasted for two nights and three days," Appel said of the storm they encountered off Oahu. In one of the first signs of trouble, she said she lost her cellphone overboard. "We were empowered to know that we could withstand the forces of nature," Appel said. "The boat could withstand the forces of nature." But the National Weather Service in Honolulu said no organised storm systems were in or near Hawaii on May 3 or in the days afterward. Archived NASA satellite images confirm there were no tropical storms around Hawaii that day. The pair said they thought about turning back, but the islands of Maui and Lanai didn't have harbours deep enough to accommodate their sailboat. At 50 feet (15 meters) long, the vessel is relatively small, and both islands have harbours that would have accommodated them. Plus, the Big Island - the southernmost island in the state - has several places to dock. "I had no idea that we were going to be in this thing for 80 solid hours," Appel said of the storm of which there is no record. Days later, after parts of their mast and rigging failed, they sailed up to another small island, still with a working motor, but decided against trying to land, believing the island was mostly uninhabited with no protected waters. "It is uninhabited. They only have habitation on the northwest corner and their reef was too shallow for us to cross in order to get into the lagoon," Appel said. But Christmas Island, part of the island nation of Kiribati, is home to more than 2,000 people and has a port that routinely welcomes huge commercial ships. Tasha Fuiava had never sailed before Credit: U.S. Navy via AP "We could probably nurse it down to the next major island in Kiribati," Appel said. Then we'll be able to stop there and seek safe haven and get up on the mast and fix it." The island has at least two airfields, and the women had flares aboard to alert people on land. Plus, its widest point spans about 30 miles (48 kilometers), a day's hike to safety from even the most remote area. When asked if the small island would have been a good place to land and repair their sails, Appel said no. "Kiribati, um, one whole half of the island is called shipwreck beach for a reason." Christmas Island has a place called Bay of Wrecks on its northeast side. Instead of stopping for help, the sailors say they set a new destination, the Cook Islands, about 1,000 miles (1,609 kilometers) away and a few hundred miles beyond their original target of Tahiti. "We really did think we could make it," Appel said. Then, they say, another storm killed their engine at the end of May. More than five months after they departed, they were picked up in the western Pacific about 900 miles (1,448 kilometers) southeast of Japan and thousands of miles off course. The two women and their dogs were all in good health when picked up by the US Navy.

French police investigating second allegation of rape made against Oxford professor

Posted: 30 Oct 2017 01:01 PM PDT

French police investigating second allegation of rape made against Oxford professorFrench prosecutors are investigating allegations by two women who say they were raped by an Oxford University professor. Tariq Ramadan, Professor of Islamic Studies, vehemently denies the allegations.  One woman, Henda Ayari, confirmed last week to The Telegraph that she had filed complaints against Prof Ramadan of rape, sexual assault, violence, harassment and intimidation with the prosecutor's office in Rouen, northern France. Now police say two complaints are being investigated.  Ms Ayari, 40, a former salafist and now a secularist feminist author, said that Mr Ramadan had assaulted her in a Paris hotel in 2012. She said she had decided to "name and shame" Prof Ramadan as a "pervert guru" following the Harvey Weinstein scandal. A second woman, 45, who wishes to remain anonymous, has also filed a complaint for rape against the renowned Islamic scholar, which she said took place in 2009. Given the "similarity of the (alleged) events", Paris prosecutors have added her complaint to Ms Ayari's as part of an investigation launched on October 23, a judicial source confirmed to AFP. Speaking to French media on Monday about her alleged ordeal at the hands of Prof Ramadan, Ms Ayari said: "He literally pounced on me like a wild animal." She told BFM TV she had gone to the scholar's hotel room to ask him questions about Islam and at the time "I admired him very much". Referring to the alleged rape, she said "he kissed me really hard... then for a few seconds he choked me, I really thought I was going to die". She said that in his eyes, "either you're veiled or you are raped", adding that he "uses Islam to satisfy his sexual urges". The second woman - a convert to Islam - has alleged that she was raped by Prof Ramadan in the Hilton hotel in Lyon in 2009. The woman told Le Monde that he had suggested they go to his room because "everyone is looking at us". Once inside, she said he had kicked away crutches she was using due to an injured leg and "jumped on me". "You kept me waiting now you will pay dear," she alleges he said. The woman alleged she was violently assaulted, receiving slaps to the "face, arms and breasts" and punches to the stomach, before being raped, including with "an object". He then dragged her to the bathroom by her hair and urinated on her, she alleged. She went straight to a doctor and has medical evidence of her assault, she alleges. The unnamed complainant said she later received a text message from Prof Ramadan asking to see her again "as if we had spent a wonderfully romantic and tender evening together". After she refused she alleged she was subjected to "months of harassment and threats from men who followed me in the street; one threatened to kill me". Prof Ramadan denounced the allegations as "a campaign of slander clearly orchestrated by my long-time adversaries". He had already filed a complaint for slander and defamation against Ms Ayari and said he would do the same against the second woman. Prof Ramadan, the grandson of the founder of the Muslim Brotherhood, was chosen by Tony Blair, the former prime minister, to work on a task force to help tackle extremism in the UK after the 7/7 attacks in London in 2005. A spokesman for Oxford University last week said: "We are aware of these reports and are taking them extremely seriously. We are not in a position to comment further at this time." Respected in the UK as a scholar who is not a member of the Muslim Brotherhood, Mr Ramadan is a deeply controversial figure in France, where some have accused him of wishing to pursue rigorist political Islam in the West through stealth.

Protests erupt after Kenyan president Uhuru Kenyatta declared winner of disputed elections with 98 per cent of votes

Posted: 30 Oct 2017 08:13 AM PDT

Protests erupt after Kenyan president Uhuru Kenyatta declared winner of disputed elections with 98 per cent of votesRenewed protests erupted in parts of Kenya on Monday night after Uhuru Kenyatta was declared president of a bitterly divided nation for the second time in three months. Claiming a resounding mandate to serve a second five-year term, Mr Kenyatta accepted victory after securing 98 per cent of the vote in an election boycotted by his rival Raila Odinga. But with just 38.8 per cent of voters choosing to participate in the election, Mr Kenyatta faces a struggle to assert his authority and legitimacy over a fractured country increasingly polarised on ethnic lines. Dozens of people have been killed in electoral violence over the past three months and, even as government supporters held muted celebrations, rioting broke out in Nairobi's slums, while protesters also gathered in Mr Odinga's strongholds in western Kenya. The president also knows from experience that being declared winner of an election does not guarantee assuming office. His victory in August was overturned by the supreme court, which found "illegalities and irregularities" in the way the vote was counted. A protester hurls a stone at the police during a standoff between Kenyan police and supporters of Kenyan opposition leader Credit: FREDRIK LERNERYD/ AFP A new challenge seems highly likely, given that the constitution requires a presidential election to be held in all 290 of Kenya's constituencies. Voting was abandoned in 25 western counties without a ballot being cast after security forces clashed with opposition supporters trying to prevent polling stations opening. Given Mr Odinga's refusal to participate in the court-ordered rerun, claiming that a failure to enact reforms meant the second election would be no fairer than the first, the president's victory looks more likely to worsen Kenya's political crisis than resolve it. Mr Odinga, who has promised to lead a peaceful campaign of civil disobedience and national resistance, is expected to speak to his supporters on Tuesday. Raila Odinga addressing thousands of his supporters as he drives through Kawangware slum after attending a church service in Nairobi, Kenya Credit: DANIEL IRUNGU/ EPA Western diplomats, church leaders and human rights activists have warned that Kenya, which witnessed more than 1,300 deaths after a disputed election in 2007, risks sustained violence unless the president and his rival negotiate a way out of the impasse.  Rory Stewart, the Africa minister, yesterday called for "transparent national dialogue", saying he was "deeply concerned by outbreaks of ethnic and political violence". President Uhuru Kenyatta delivers his speech after being declared by Kenya's election commission Independent Electoral and Boundaries Commission Credit: DANIEL IRUNGU/EPA President Kenyatta's acceptance speech was, however, notably light on conciliatory language, saying he would only countenance talks with Mr Odinga once any legal challenges to his victory had been addressed. Instead, the president excoriated his rival for refusing to participate in an election he had gone to court to secure. "You cannot choose for the opportunity to exercise a right and thereafter abscond from the consequences of that choice," Mr Kenyatta said.
