After Brigitte's panda, Emmanuel Macron engages in 'horse diplomacy' with China

Posted: 08 Jan 2018 07:29 AM PST

After Brigitte's panda, Emmanuel Macron engages in 'horse diplomacy' with ChinaPresident Emmanuel Macron of France has responded to China's "panda diplomacy" by offering counterpart Xi Jinping a horse of the elite Republic Guard. The offer of Vesuvius, an eight-year old brown gelding from the presidential cavalry corps, came as Mr Macron embarked on a three-day visit to China with his wife Brigitte. The French First Lady in November became the godmother of a baby panda lent by Beijing to a zoo near Paris. The choice of the horse was an "unprecedented diplomatic gesture" according to the French presidency; it came after the Chinese president heaped praise on the 104 horsemen who escorted him during his last visit to Paris in 2014. "It mattered a lot for the president, even if it was very complicated to import a horse for sanitary reasons. It's a symbol of French excellence," said an Elysee official. The horse, which was flown in a special plane, is currently stuck in quarantine. It came with a special harness and sword from Mr Macron. Before that, Russia's president Vladimir Putin was treated to the pomp of Versailles, the palace of Sun King Louis XIV. Xing Hua, vice president of the China Institute of International Studies in Beijing, told The Telegraph there was nothing "strange" about the gift.  "The horse is an animal which means running, rolling ahead ceaselessly. I think the president sees China as a country which develops rapidly like a horse," he said. By comparison, Mr Macron's political movement, En Marche, refers more to a stroll than a trot. Perhaps controversially, Mr Hua also pointed out that President Macron's Chinese name is Ma-Ke-Long, which means "horse vanquishes dragon". Still from a video presenting Vesuve de Brekka (or Vesuvius), the Republican Guard horse gifted by French president Emmanuel Macron to his Chinese counterpart Xi Jinping Credit: Telegraph That didn't stop Lu Kang, foreign ministry spokesperson, saying: "China expresses its thanks and appreciation for the friendly act by the French side." Mr Macron kicked off his visit in the northern city of Xian where he called on China and Europe to work together on Beijing's "Belt and Road" initiative - a $1 trillion investment project aiming to build a modern-day "Silk Road" - as Theresa May prepares to visit Beijing to forge closer economic ties for the UK. He is then due to head back to Beijing to meet President Xi Jinping. Belt and Road aims to link Asia, Africa and much of Europe with massive infrastructure projects. It has been seen as a major part of Mr Xi's drive to position China at the heart of a new world order, but some have expressed concerns it signifies China's expansionist ambitions. Mr Macron, who is travelling with 60 French business executives, said France and Europe should join the new initiative.  Vesuve de Brekka (or Vesuvius), the Republican Guard horse gifted by French president Emmanuel Macron to his Chinese counterpart Xi Jinping But he warned: "They cannot be the roads of a new hegemony that will put the countries that they traverse in a vassal state. Multilateralism means balanced cooperation." Mr Macron also called on Europe and China, the world's top polluter, to team up on curbing climate change in the face of the US decision to withdraw from the Paris accord. "China kept its word," he said, referring to its respect of the COP 21 accord. "You demonstrate your immense sense of responsibility." Cooperation will "show the world that the French and Chinese are capable of making our planet great and beautiful again", he said in Chinese. UK chancellor Phillip Hammond last year pitched Britain as a "natural partner" for the scheme, as he sought new opportunities for post-Brexit trade. Mrs May is expected to visit Beijing later this month for a long-delayed trip aimed at boosting trade ties between China and the UK. Additional reporting by Christine Wei

Eight migrants drown as Italian coastguard attempts to rescue first sinking boat of 2018

Eight migrants drown as Italian coastguard attempts to rescue first sinking boat of 2018At least eight migrants died and 86 others were rescued Saturday from a smugglers' rubber dinghy after it starting sinking in the Mediterranean Sea off Libya, the Italian coast guard said. The Italian coast guard, which coordinates rescues in international waters off Libya's coast, said an aircraft on patrol for a European anti-smuggling operation had spotted the dinghy, which was in difficulty Saturday. All eight victims were female, the coastguard said. A spokesman said survivors told rescuers that roughly 150 migrants were aboard when the dinghy was launched from Libya's coast. Proactiva Open Arms, a Spanish humanitarian group that is one of the few NGOs which still operate their own rescue ships outside Libyan waters, said some of the migrants had spent hours in the water before being saved. Hundreds of thousands of migrants have reached Italy in the last few years after being rescued in the central Mediterranean from traffickers' unseaworthy boats. Some 119,000 migrants arrived that way in Italy in 2017. The International Organization of Migration also recorded more than 3,100 deaths among migrants making the Mediterranean crossing in 2017. North African migrant routes Since last summer, the number of migrants coming across the Mediterranean has dropped after the Libyan coast guard, trained and aided by the Italian military, started more aggressively intercepting smugglers' boats shortly after they were launched. The deaths in the Mediterranean came as more than 200 sub-Saharan Africa migrants seeking to get to Europe  stormed over a high double fence between Morocco and the Spanish enclave of Melilla on Saturday. Mobile phone footage broadcast by Spanish media showed a group of migrants running through the streets of the city. They have since been taken to a migrant detention centre. The number of migrants to reach Spain in 2017 hit a record high of nearly 22,900, according to EU border agency Frontex, amid concerns that a new migration route is opening up.

Women more likely to die after heart attack because doctors see it as a male problem, study finds

Posted: 07 Jan 2018 04:01 PM PST

Women more likely to die after heart attack because doctors see it as a male problem, study findsĀ Women are being left at risk of repeat heart attacks and early death because doctors see heart disease as a male problem, a new study has shown. Researchers from The University of Leeds and the British Heart Foundation claim women are dying because many are not offered stents to unblock arteries, or prescribed statins, after their first heart attack. Around 42,000 men and 28,000 women die from coronary heart disease in Britain each year, with most deaths related to an original heart attack. But the new study, which looked at data from more than 180,000 people over 10 years, found three times the expected number of women died in the first year of a heart attack, compared to men. A large percentage of women were not prescribed statins Credit: Kumar Sriskandan / Alamy  Experts claim women are being denied life saving treatment because they are not considered at high risk. "We need to work harder to shift the perception that heart attacks only affect a certain type of person," said Professor Chris Gale, Professor of Cardiovascular Medicine and Honorary Consultant Cardiologist at the University of Leeds who co-authored the study. "Typically, when we think of a heart attack patient, we see a middle-aged man who is overweight, has diabetes and smokes. This is not always the case. Heart attacks affect the wider spectrum of the population – including women. "The findings from this study suggest that there are clear and simple ways to improve the outcomes of women who have a heart attack – we must ensure equal provision of evidence-based treatments for women." Heart attack: Symptoms and treatment The research found that women were less likely than men to receive the recommended treatments after a heart attack. Women who had a the type of attack where the coronary artery is completely blocked by a blood clot, were 34 per cent less likely than men to receive procedures which clear blocked arteries and restore blood flow to the heart, such as bypass surgery or a stent. They were also 24 per cent less likely to be prescribed statins, which help to prevent a second heart attack, and 16 per cent less likely to recommended aspirin, which helps to prevent blood clots. Critically, when women did receive all of the treatments recommended for patients who have suffered a heart attack, the number of women dying decreased dramatically. Previous BHF research has also shown that women are 50 per cent more likely than men to receive the wrong initial diagnosis and are less likely to get a pre-hospital ECG, which is essential for swift diagnosis and treatment. Professor Jeremy Pearson, Associate Medical Director at the British Heart Foundation, said: "Heart attacks are often seen as a male health issue, but more women die from coronary heart disease than breast cancer in the UK. "The findings from this research are concerning – women are dying because they are not receiving proven treatments to save lives after a heart attack. "We urgently need to raise awareness of this issue as it's something that can be easily changed. By simply ensuring more women receive the recommended treatments, we'll be able to help more families avoid the heartbreak of losing a loved one to heart disease." Women were less likely than men to receive artery opening surgery or a heart bypass  Researchers worked with the Karolinksa Institutet in Sweden, and the findings are based on Swedish health records between 2003 and 2013.  But Sweden has one of the best healthcare systems in the world, so the experts believe the situation could be even worse in Britain. "Sweden is a leader in healthcare, with one of the lowest mortality rates from heart attacks, yet we still see this disparity in treatment and outcomes between men and women," added Prof Gale. "In all likelihood, the situation for women in the UK may be worse." The research was published in the Journal of the American Heart Association.

Turkey to reopen iconic 'Iron Church' after revamp

Posted: 06 Jan 2018 11:45 PM PST

Turkey to reopen iconic 'Iron Church' after revampThe leaders of Turkey and Bulgaria are Sunday due to reopen the Bulgarian St Stephen's Church in Istanbul after seven years of restoration, in a gesture of harmony in an often turbulent relationship between the two neighbours. The Bulgarian Orthodox church in Balat, a historic Istanbul neighbourhood on the shores of the Golden Horn traditionally home to Christians and Jews, was built in 1898 after its original wooden structure was destroyed in a fire. For President Recep Tayyip Erdogan, who hosts Bulgaria's conservative Prime Minister Boyko Borisov, the ceremony will be a riposte to charges that Turkey's Islamic-rooted government does not do enough to protect the rights of Christian minorities and their heritage.
